This vacancy participates in a career progression group and may be filled from this recruitment as a IT Statewide Analyst 1 (TS-314), IT Statewide Analyst 2 (TS-315), or IT Statewide Analyst 3 (TS-316) depending on the level of experience of the selected applicant. The maximum salary for the IT Statewide Analyst 3 is $ 117,998 . Minimum Qualifications

MINIMUM QUALIFICATIONS:

A baccalaureate degree plus three years of experience in information technology, project management, business analysis or professional administrative services.

SUBSTITUTIONS:

  1. An associate’s degree in information technology will substitute for the baccalaureate degree.

  2. Two years of experience or training in information technology will substitute for the baccalaureate degree.

    Candidates without a baccalaureate degree may combine experience or training in information technology and college credit to substitute for the required baccalaureate degree as follows:

    30 to 59 semester hours credit will substitute for six months of experience or training in information technology towards the baccalaureate degree.

    60 to 89 semester hours credit will substitute for one year of experience or training in information technology towards the baccalaureate degree.

    90 or more semester hours credit will substitute for one year and six months of experience or training in information technology towards the baccalaureate degree.

    A maximum of 90 semester hours may be combined with experience or training in information technology to substitute for the baccalaureate degree.

  3. Six years of full-time work experience in any field may be substituted for the required baccalaureate degree.

    Candidates without a baccalaureate degree may combine work experience in any field and college credit to substitute for the baccalaureate degree as follows:

    30 to 59 semester hours credit will substitute for one year of experience towards the baccalaureate degree.

    60 to 89 semester hours credit will substitute for two years of experience towards the baccalaureate degree.

    90 to 119 semester hours credit will substitute for three years of experience towards the baccalaureate degree.

    120 or more semester hours credit will substitute for four years of experience towards the baccalaureate degree.

  4.   5. A master's degree will substitute for up to one year of required experience.

JOB DISTINCTIONS :

Differs from IT Statewide Associate Analyst 4 by the presence of independent analyses involving moderately complex information technology initiatives, business processes, and/or systems.

Differs from IT Statewide Analyst 2 by the absence of analyses for complex information technology initiatives, business processes, and/or systems.

This is a full-time, on-site position located in the Greater Baton Rouge area.

The Office of Technology Services (OTS) aims to be a responsible partner in delivering innovative, effective, and reliable solutions that support and enhance the IT functions within the Executive Branch Departments. The Office of Technology Services will work to increase the return on the State’s investment in technology by promoting smart decision-making, solving problems intelligently, increasing the rate of project success, and fostering a skilled and professional staff. The incumbent is responsible for supporting the Financial modules of the State’s ERP system (LaGov) which runs on the SAP R/3 software. This is a professional highly complex advanced journeyman level position on the Financial (FI) team in the Application and Data Management Section of OTS. The incumbent is a business analyst on the FI team and must possess knowledge of the capabilities of the multiple components of the ERP system which are Financial, Logistics, Human Capital Management and Enterprise Solutions. The incumbent must have advanced detailed knowledge of Accounts Payable, Travel, and General Ledger modules. Additionally, the incumbent must have comprehensive knowledge of all other FI modules and must have the ability to relate this knowledge across the multiple components of the ERP system. Supervision is received by a general review from an IT Statewide Analyst or higher level authority.

Serves as a lead ERP business consultant to state agencies. The incumbent serves as the primary point of contact and provides assistance in resolving highly complex issues and problems related to ERP. This includes such activities as: translating business requirements into detailed functional specifications, providing assistance, and making recommendations to solve highly complex system related issues and problems; developing cross module designs and determining the impact to other components; directing system assurance tasks; referring users to other groups as needed for training, system security issues, database assistance, communications problems, etc.; and reviewing the agencies’ utilization of the ERP system to ensure the maximum benefit to the agencies. Constructs resolutions for highly complex help desk issues that incorporate submodules for which expertise has been developed. May assist, monitor, or direct the activities of other IT Statewide Analyst and IT Statewide Associate Analyst in these duties.

Serves as an advanced business lead which includes such activities as: answering highly complex questions pertaining to its operations, serving as a liaison to Control Agencies, Division of Administration (DOA) Management, and ERP vendor staff concerning application problems and issues and overseeing the development of training programs and materials. This includes coordination with Control Agencies for planning and executing special processes; for example year end close events required in the FI modules.

Analyzes requests for changes to FI modules to ensure compliance with state policies and practices. Serves as a multi-component integration advanced business lead assessing impact of proposed system changes/enhancements to ERP applications and users. Initiates change requests based on results of the evaluations or input from users of ERP or other entities, such as control agencies, and assists in the setting of priorities for the changes. Acts as liaison to IT Statewide Applications Developer and vendor consultants regarding user requirements and analysis of requests for changes.

Provides advanced lead worker support to IT Statewide Analyst and IT Statewide Associate Analyst on the team and for cross module changes and solutions which may or may not affect multiple components. This includes such tasks as preparing work plans and schedules, assuring timely and successful completion of assignments. Monitor progress, conduct risk analysis, conduct quality assurance reviews. This includes providing specialized training or assistance with problem analysis and design solutions and implementations, and ensuring team procedures and application development standards are followed. Collaborates as necessary with higher staff to validate that the recommended solution will not result in unexpected implications. Responsible for cross training/knowledge transfer in areas of expertise.

Provides advanced lead support for analysis of projects and major enhancement, provides or oversees development of documentation, makes recommendations to solve highly complex problems, provides analysis and training pertaining to design, operational requirements and application integrity; conducts applications testing (unit, UAT), interface support (design and testing) to multiple 3rd party systems, develops and documents user online help and training guides and subsequent implementation support.

Provides lead support in analyzing and testing new releases (which includes the primary application and complementary software, applications, tools and utilities) and upgrades. This includes such things as: developing test plans, conducting and documenting tests, and evaluating and recording the results. Responsible for ensuring all appropriate information is provided to prepare or implementation of new releases.

Plans, coordinates, and conducts group meetings and cross agency user influence/steering groups. This involves discussions concerning new releases, resolution of highly complex problems, potential change requests, and establishing priorities for system changes. Prepares and gives presentations on ERP applications. This includes agency seminars, workshops and application demonstrations to staff with various levels of expertise.

Performs all other tasks, special projects, analysis, studies, and plans as directed. This includes such tasks as: directing or assisting in the preparation of highly complex specialized reports; participating in selection of software tools; assisting in the evaluation of the impact of legislation and/or changes in rules, regulations, policies and changes to other systems, serving on design review committees and Quality Assurance teams for projects within OTS and/or DOA.
