Facilitates and schedules ongoing procurement training and contract monitoring meetings with contract managers and assigned personnel. Serves as liaison between departments and the offices of the Prosecutor and Auditor to ensure compliance with procurement guidelines. Researches market sources and vendors to locate and ensure most cost effective and competitive pricing for the purchase of supplies and services. Formulates short-term and long-term strategic procurement plans in order to maximize buying power and minimize inefficiencies. May assume responsibility as interim director of assigned County departments as operational needs arise. Attends and participates in Board meetings, town meetings, and local, state, and national conferences as required. May represent County Administrator or Board member at meetings and/or presentations and/or activities as assigned. Directs, plans, and coordinates the activities of assigned departments and implements plans, procedures, and actions consistent with the direction of the County Administrator and Board. Assists assigned personnel with solicitations and contracts to ensure compliance and identify opportunities for improvement. Manages and supervises assigned personnel (i.e. trains, assigns and reviews workloads, prepares employee evaluations, authorizes leave time and travel, initiates disciplinary actions, etc.) Develops and implements internal performance standards and operational goals and objectives for departments in order to enhance public services. Oversees activities and communication among assigned departments to include problem identification, problem resolution, and completion of major projects. Resolves complaints and issues. Meets with elected officials, department heads, vendors, legal counsel, citizens, and other County/State officials. Makes presentations and/or revises operational budgets. MINIMUM QUALIFICATIONS: B.S./B.A. in Business Administration, Public Administration, or related field (Master's Degree desirable). Certified Public Procurement Officer desirable. Knowledge of government procurement, contract administration and capital projects. Demonstrated leadership, organizational, and communication skills. Demonstrated knowledge of management, human resources, project management, public speaking, and basic computer skills. Requires ability to direct organization(s) and demonstrated ability to exercise judgment, decisiveness, and creativity in situations involving the control and planning of an entire program/project. Demonstrated ability to manage and direct employees including counseling, coaching, and proactive leadership to multiple organizations. Ability to forecast and analyze situations to formulate sound solutions to potential organizational problems.
