Actively liaises between Global Refuge, field staff, and other stakeholders to support and ensure service excellence. Interacts with donors and program funders. Provides case staffing support for challenging cases, especially those involving trafficking concerns, domestic and community violence, law enforcement, or other serious categories. Master\'s degree in social work or related field along with substantial experience required. S/he closely collaborates with the Director for International Programs to ensure the successful execution of high-quality reintegration and humanitarian services.

DUTIES

  • Provides programmatic leadership to ensure that activities and programs are consistent with their adherence to Global Refuge\'s and the department\'s mission and vision, regulations, and structure.
  • Provides support to the Director in the areas of proposal development, report writing, and contract management.
  • Ensures work plan development, adherence to internal operating policy and procedures, and compliance with financial obligations.
  • Provides support with budget development, management, and adjustment activities.
  • Remains knowledgeable of complex mental health/trauma, medical, safety, and legal issues that impact youth who are referred for services and staff difficult cases as needed.
  • Assists the Director for International Programs by ensuring coordination, collaboration, and information sharing on major developments, activities, and initiatives.
  • Works with program staff to develop standing operating procedures, monitoring and evaluation tools, and data tracking/analysis mechanisms.
  • Seeks out and engages with potential partners and external stakeholders for the purpose of program promotion and sustainability.
  • Assists with the launch of new programs, ensuring quality training and educational resources for staff.
  • Reviews data from international programs for quality and reporting; measures and reviews program output and outcomes.
  • Participates in agency-wide activities and initiatives including all-staff meetings, working groups or task forces, and implementation of strategic initiatives.
  • Other duties as assigned.

QUALIFICATIONS

  • Graduate degree in Social Work or other Behavioral Science in combination with a minimum of five years of international development experience and knowledge of child welfare systems, principles, practices, and emerging trends.
  • Minimum of 3 years of administrative supervisory e perience
  • Bilingual in Spanish and English is required.
  • Experience with responding to funding opportunity announcements and writing grant proposals.
  • Experience engaging with the State Department, USAID, UNHCR, IOM, and other stakeholders within the international sphere.
  • Experience working with diverse client populations, particularly immigrants and refugees.
  • Experience using ETO preferred.
  • Experience in program development, administration, and budget oversight.
  • Strong analytical and problem-solving skills.
  • Deep commitment to Global Refuge\'s core values and ability to model those values in relationships with colleagues and partners

Special Position Requirements:

  • Must be willing and able to clear a criminal background check for the past 7 years.
  • Must be willing and able to request and clear Child Abuse and Neglect background checks in all states lived within the previous 5 years, updated yearly.
  • Must obtain a negative TB Test yearly.
  • Must be willing and able to obtain an FBI fingerprint check every 5 years.
  • Spanish language fluency is required/preferred.
  • Must have a valid driver\'s license and MVA check free of major infractions for the last 7 years.
