The Net Zero Industrial Policy Lab at Johns Hopkins is looking for an industrial policy lead or senior fellow to drive policy research and engagement for the lab.
The lab seeks to produce the world-leading academic research and timely policy analysis needed to grapple with geopolitics and political economy of the energy transition. It combines the technical analysis of net-zero supply chains with the study of net-zero industrial policies to catalyze strategic collaborations between government and industry. The lab operates as more than an academic research unit--it works closely with partners from industry and government to develop solutions in real-time. The lab works across sectors with projects in critical minerals, hydrogen, steel, aluminum, biofuels, renewables, and other clean energy supply chains.
The lab is embarking on a multi-year project to support the development of smart green industrial policies in multiple countries. In this project, we will map the global industrial base for clean energy technology and assess each countries' capacity to produce the natural resources and technologies needed to build a net zero world economy. We will then look at countries' potential in a prospective analysis of where various countries could contribute to a net zero future. This methodology will produce a picture of each country's current capacities and future capabilities. This provides a rigorous, highly detailed analytical base for the formulation of foreign, trade, industrial, and supply chain policy. We need a top-level candidate to translate the results of a complex global modeling exercise into policy designs in both developed and developing countries.
The industrial policy lead at the Net Zero Industrial Policy Lab will work with closely with co-directors Bentley Allan and Tim Sahay. The successful candidate will lead engagement and outreach activities in key countries to advance smart industrial policy. They will work with partners to advance and influence policy development and the formation of clean energy supply chains. They will co-author academic publications, policy reports, and briefs. They will manage a small team to deliver on ambitious and important projects on clear deadlines.
This is a full-time position with benefits on a three-year renewable contract. Remote work is an option, with a commitment to spend 4 weeks per year in the Baltimore-Washington DC region.
Duties:
Research (40%)
Work with the co-directors to lead industrial policy research. This work will be focused on identifying areas of green competitive advantage in priority countries and designing smart industrial policies in those areas.
Co-author briefs, policy reports, and peer-reviewed academic papers.
Co-author grants and funding proposals related to the industrial policy file.
Develop research and engagement projects in collaboration with the co-directors and partners in industry, government, and civil society.
Engagement (40%)
Build relationships with policy makers and civil society organizations in key countries.
Engage with these partners, translating lab analysis into actionable insights and policy proposals.
Design and facilitate webinars, workshops, and engagement sessions.
Prepare slide decks and other briefing materials as needed.
Work with KSAS to launch the lab's executive education program and offer two week-long courses per year.
Management (20%)
Manage a small team (2-5 staff) to produce deliverables on deadlines.
Lead on administrative work for this team.
Liaise with Hopkins' administrative staff on grant administration, HR, facilities, and events as needed for the industrial policy team.
Support the co-directors in hiring and training staff within the industrial policy team.
Ten years of government or industry experience or a PhD in a field related to industrial policy (political science, public policy, economics, sociology, or science and engineering). Experience leading a team and working with partners in industry and government will strengthen the application.
Salary: $100,000 - $150,000
