Johns Hopkins University Evaluation Program Manager in Baltimore, Maryland

Founded in 1979, the Johns Hopkins Center for Talented Youth (CTY) is a center for innovation dedicated to advancing the field of gifted education through research on testing, programs, and other supports for advanced learners. We are seeking an Evaluation Program Manager to oversee the implementation and continuous improvement of CTY’s suite of evaluations, which are designed to measure student progress, assess program effectiveness, and facilitate program enhancement. The Evaluation Program Manager will define and manage the processes for evaluation distribution, collection, and data analysis, as well as provide project management leadership for enhancements to evaluation content or process.

Specific Duties & Responsibilities

  • The Evaluation Program Manager reports to the CTY Director of Business Solutions and is a member of the Business Solutions team.

  • The core responsibilities of the Evaluation Program Manager include overseeing the day-to-day operations for CTY’s evaluation processes and collaborating with internal and external stakeholders to facilitate continuous improvement of evaluation instruments and processes. The CTY evaluation suite includes,

  • Student and parent satisfaction surveys.

  • Evaluations of student performance.

  • Programmatic evaluations completed by staff.

  • The Evaluation Program Manager will also provide operational and project management support for CTY’s accreditation activities.

Evaluation Management

  • Manage the implementation of CTY’s suite of evaluations for all programs, including,

  • Evaluation distribution.

  • Response monitoring and follow-up.

  • Coordination of data analysis.

  • Data and report sharing and archiving.

  • Collaborate with program administrators and other internal stakeholders on evaluation logistics to ensure effective implementation.

  • Maintain detailed working documentation of CTY's evaluation processes.

  • Create and maintain an annual evaluation plan to schedule and track evaluation activities.

Evaluation Strategy

  • Conduct ongoing retrospective analysis of evaluation instruments and processes to identify and prioritize opportunities for improvement.

  • Serve as a liaison to third-party evaluation partners with whom we engage.

  • Recommend enhancements and collaborate with internal and external stakeholders to facilitate the continuous improvement of CTY’s evaluation instruments and processes, recommending and implementing improvements.

  • Collaborate with internal and external stakeholders to define and develop evaluation activities for new program initiatives.

Stakeholder Engagement

  • Build strategic working relationships with critical stakeholders across the organization and enterprise.

  • Create clear, well-synthesized artifacts to share recommendations, roadmaps, feedback, data summaries, etc., with senior leadership and other stakeholders.

  • Effectively obtain stakeholder feedback, including leading stakeholder interviews and evaluation feedback and design sessions, and strategically respond to the feedback.

  • Work closely with senior leadership and organizational stakeholders to align evaluation activities to the organization’s strategic vision and programmatic goals.

Accreditation Support

  • Provide operational support for CTY’s accreditation activities, including,

  • Stakeholder interviewing.

  • Document gathering.

  • Data collection and analysis

  • Assistance with report preparation.

  • Support the development and monitoring of the accreditation project plan to ensure accreditation activities are completed on time.

Special Skills, Knowledge, & Abilities

  • Advanced organizational skills and the ability to manage multiple projects/assignments simultaneously in a fast-paced work environment.

  • Excellent communication skills, including the ability to listen and effectively synthesize information; the ability to write and present clearly and concisely; and the ability to facilitate effective meetings and engage participants.

  • Proficiency with analyzing quantitative and qualitative data, interpreting findings, discerning implications, and drawing conclusions.

  • Ability to effectively work with loosely defined or high-level requirements and schedules.

  • Advanced proficiency with Microsoft applications, especially Excel, Word, and PowerPoint.

  • Knowledge of program evaluation framework and design, especially as related to education.

Minimum Qualifications

  • Bachelor’s Degree in a related discipline is required, with an advanced degree preferred.

  • Minimum of 4 years of related work experience involving evaluation or research coordination and analysis.

  • Additional education may substitute for required experience and additional related experience may substitute for required education, to the extent permitted by the JHU equivalency formula.

Preferred Qualifications

  • Experience with an evaluation/survey platform such as Qualtrics and/or Explorance Blue.

  • Experience with a data analysis tool such as SPSS or R.

  • Experience with project planning software (e.g., Smartsheet, Microsoft Project, etc.).

Starting Salary Range: $55,20 - $96,600 Annually ($75,900 targeted; Commensurate with experience)
