The Maryland Transit Administration (MTA) is recruiting for a dynamic and experienced Metro Railcar Manager to join our team. The Metro Railcar Manager will be responsible for overseeing the maintenance, operation, and safety of our metro railcar fleet. This individual will play a critical role in ensuring the seamless operation of our Baltimore SubwayLink Metro System, meeting compliance and regulatory requirements, and providing exceptional service to our passengers.

This position would receive managerial supervision from the Deputy Director of Metro Operations. This position supervises railcar technicians and maintenance personnel for Baltimore's Metro SubwayLink.

Additional Duties include but are not limited to:

  • Manage all aspects of metro railcar maintenance, including inspections, repairs, and preventive maintenance schedules.

  • Coordinate with maintenance staff and external vendors to ensure timely and efficient servicing of railcars.

  • Develop and implement safety protocols and procedures to ensure compliance with regulatory standards and enhance passenger safety.

  • Monitor and analyze metro railcar performance data to identify trends, address issues, and optimize operational efficiency.

  • Oversee operating and capital budgets and project management responsibility for railcar system projects.

  • Collaborate with other departments, such as transportation, engineering, and safety, to coordinate maintenance activities and resolve operational challenges.

  • Lead and mentor a team of railcar technicians and maintenance personnel, providing guidance, training, and support as needed.

  • Prepare reports, budgets, and other metro railcar maintenance and operations documentation.

  • Stay updated on industry trends, best practices, and technological advancements in metro railcar maintenance and management.

Qualifications

Education: A bachelor’s degree in engineering, transportation management, or a related field is preferred.

Experience: Minimum of 5 years of experience in metro railcar maintenance and management, preferably in a supervisory or leadership role.

The ideal candidate will have strong technical knowledge of metro railcar systems, components, and maintenance practices.

Additional strengths include experience with regulatory compliance, safety standards, and industry regulations governing metro rail operations. Excellent communication, leadership, and interpersonal skills are essential, along with the ability to prioritize tasks, handle multiple projects simultaneously, and work effectively under pressure. Proficiency in computer software and maintenance management systems is also highly valued.

Notes:

  1. Additional experience in administrative or professional work may be substituted on a year-for-year basis for the required education.

  2. Additional graduate-level education at an accredited college or university may be substituted at the rate of 30 semester credit hours on a year-to-year basis for the required general experience.

  3. Candidates may substitute U.S. Armed Forces military service experience involving staff work related to the administration of rules, regulations, policies, procedures, and processes, or overseeing or coordinating unit operations or functioning as a staff assistant on a year-for-year basis for the required education and experience.

    1. They must have the ability to: work in challenging weather conditions, lift 50 pounds, climb ladders, hills, walk on ballast and train tracks. Manage excessive standing, bending, crawling, carrying tools and equipment for long a distance to respond to emergencies at remote locations and/or participate in planning or delivering emergency response training.

Licenses & Certifications

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.
