Job/Position DescriptionPEI Policy Specialist (Program Specialist VI)Performs highly advanced consulting and technical assistance work for the Prevention and Early Intervention Division of the Department of Family and Protective Services, reporting to the Director of Policy and Prevention Strategies.Responsible for the successful management and execution of a wide variety of often sensitive and high-profile special projects. Coordinates special projects, conducts highly advanced research, provides program and policy analysis, and acts as liaison to cross-departmental and interagency teams on a variety of assignments.Oversee and manages PEI internal legislative coordination, including analysis, responses and reports, implementation management and tracking.Develops ad hoc reports and presentations, generates executive communications and regular reports on major projects, initiatives and grants. Oversees coordination and collaboration on complex materials and reports.May plan, assign and/or supervise the work of others. Works under minimal supervision, with extensive latitude for use of initiative and independent judgement.May represent the Associate Commissioner or division leadership on agency and HHS enterprise projects. Essential Job FunctionsEJF 1. (30%)Provides high-level operational support, team leadership, consultative services, and technical assistance to plan, implement, and monitor special projects across all areas of operations. Provides targeted support, consultation, and technical assistance to program units within the Prevention and Early Intervention Division of DFPS. Works across DFPS and interagency programs to support development of short- and long-term goals and strategic plans related to initiatives, mandates, projects, pilots, grants, and other assignments. Works as agent of PEI Leadership in coordinating reports, providing project support, and ensuring compliance with program, agency, and state requirements in partnership with unit directors, managers, team leads, partner agencies, and external stakeholders. Completes special assignments and participates in stakeholder and other meetings as special project or division representative. Lead and organize internal and external workgroups, facilitate internal planning teams, and project teams for PEI programs. Provides guidance and oversight to PEI staff regarding processes, policies, and procedures. Uses knowledge of programs, state, and federal policies and procedures to lead and/or support the development, planning, and implementation of complex program projects, grants, and assignments. Positively undertakes all other duties as assigned. Identifies new and innovative opportunities to enhance PEI programming and processes. Serves as a positive team player with positive, solution-focused communication and engagement.EJF 2. (20%)Legislative Coordination. Oversees and is responsible for monitoring, tracking, and reviewing production of all legislative analyses and executive reports assigned to the office. Responsible for reviewing and coordinating additional review of reports and other formal correspondence and work products. Responsible for monitoring, tracking, and partnering with external stakeholders and other agency staff to create joint reports and analysis. In coordination with DFPS leadership and program teams, prepares bill analysis and cost estimate assignments during state legislative and interim sessions.
