Job Description
The Program Manager State Public Sector (SPS) Vendor Management role is responsible for leading the support of Prime’s State Public Sector (SPS) line of business and business owners, from within Prime’s Vendor Lifecycle Management (VLM) team. The Program Manager will be the primary VLM point of contact and liaison for the SPS organization and be responsible for understanding and fulfilling detailed client requirements and requests, developing and executing vendor program strategy in conjunction with business owners, managing all internal SPS-related projects pertaining to vendors, building out a program to meet vendor diversity requirements, providing reporting and analytics around the use of vendors, and other services deemed necessary to enable success.
Responsibilities
Deeply understand and document SPS client contractual requirements applicable to Prime suppliers and subcontractors
Serve as subject matter expert for VLM support of SPS line of business
Lead vendor-related responses to client RFPs, inquiries, attestations, etc.
Manage VLM team process and involvement in applicable client audits/assessments
Create and execute vendor strategy specific to SPS supplier optimization, in conjunction with SPS business leadership
Collaborate closely with entire VLM department to support contracting, risk, performance, etc. service offerings to SPS vendors
Manage major SPS vendor contracting projects, to maximize value and achieve the lowest total cost of ownership
Formulate and execute a holistic vendor spend reporting process pertaining to SPS vendors
Support the creation of a formal supplier diversity program, across SPS and the larger enterprise
Perform continuous supplier research, outreach, and development to assist in creating opportunities to grow the supplier diversity program
Other duties as assigned
Education & Experience
Bachelor’s degree in Finance, Business, Health Care Administration, or related area of study, or equivalent combination of education and/or relevant work experience; HS diploma or GED is required
2 years of work experience in healthcare, PBM, state Medicaid plans, specialty pharmacy, or health care consulting
Must be eligible to work in the United States without need for work visa or residency sponsorship
Additional Qualifications
Excellent written and verbal communication skills, including being able to effectively communicate with senior leadership
Ability to build and manage programs
Proven ability to work effectively in a matrix environment, collaborate, and manage multiple tasks and priorities
Strong team player, with the ability to build strong cross-functional relationships and influence without direct authority
Experience reviewing, understanding, and negotiating contracts, RFPs, etc.
Critical thinking skills and ability to anticipate issues and develop innovative solutions
Proficient with Microsoft Office (Excel, Access, Word, PowerPoint)
Preferred Qualifications
Understanding or experience reporting out of ERP systems (SAP, Oracle, etc.)
Experience creating or leading a supplier diversity program
Strong project management skills, experience, or PMP Certification
5 years of work experience in business operations, sourcing, procurement, vendor management, or project management
Master’s degree in Business Administration, Healthcare, or related field
Physical Demands
Ability to travel up to 20% of the time
Constantly required to sit, use hands to handle or feel, talk and hear
Frequently required to reach with hands and arms
Occasionally required to stand, walk and stoop, kneel, and crouch
Occasionally required to lift and/or move up to 10 pounds and occasionally lift and/or move up to 25 pounds
Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception and ability to adjust focus

Potential pay for this position ranges from $66,000.00 - $106,000.00 based on experience and skills.
