Performs advanced contract duties to include developing, analyzing, evaluating, reviewing, processing, ensuring applicable compliance, inspecting, implementing and/or monitoring contracts. Work requires extensive contact with governmental officials and private entities. Employees at this level establish their own work plan and priorities to meet set objectives. Issues are rarely referred to the supervisor but are handled at the occurrence.Essential Duties:Plans, prepares, and posts solicitations for procured services such as Right of Way Acquisition Professional.Receives, reviews, processes, and manages work authorizations and supplements for contracts, including all financial matters such as invoices and payments.Manages and monitors contract financial and provider (appraiser, vendor) performance, including resolution of disputes.Coordinates and collaborate with divisions, including at a minimum Contract Services, and other stakeholders as necessary.Communicates and collaborates with providers on behalf the ROW Division, including monitoring issues that affect and impact ROW provider relationships.Provides guidance and support to divisions, districts, Project Delivery, and other stakeholders on whatever information is needed based on operational needs, including audits and risk assessments. Drives or travels as required.Creates and maintains contract and work authorization records.Develops and implements applicable policies, standards, guidelines, and procedures in alignment with industry, federal, state, and agency practices, methods, and mandates.Continually monitor, evaluate, and revise applicable policies, standards, guidelines, and procedures for continuous improvement.Serves on project, partnering or continuous improvement teams.
