The Texas General Land Office is seeking a Project Manager III-IV (Project Manager) within the Community Development Revitalization (CDR) Department of the agency. Project Manager III Performs complex (journey-level) project management work for the Texas General Land Office (GLO) Community Development Revitalization (CDR) - Grant Management division. Work involves coordinating the planning and initiation of projects that vary in size, scope, level of complexity and completion. Monitor grant and/or contract budgets, provides communication on project status, and leads projects and coordinates the initiation, authorization, and commitment to each project. May assigns duties and responsibilities to other staff in the coordination of project work. Works under general supervision, with moderate latitude for the use on initiative and independent judgement. Performs other duties as assigned. Other duties as assigned may include but are not limited to actively participating and/or serving in a supporting role to meet the agencys obligations for disaster response and/or recovery or Continuity of Operations (COOP) activation. Such participation may require an alternate shift pattern assignment and/or location. Project Manager IV Performs advanced (senior-level) project management work for the Texas General Land Office (GLO) Community Development Revitalization (CDR) - Grant Management division. Work involves coordinating the planning and initiation of diverse projects at various levels of completion; monitoring the progress and schedule of projects; oversees the initiation, authorization, and commitment to each project; and communicating with project stakeholders, management, and other relevant parties. May direct, assign, and evaluate the work of project staff. Works under limited supervision, with considerable latitude for the use of initiative and independent judgment. Performs other duties as assigned. Other duties as assigned may include but are not limited to actively participating and/or serving in a supporting role to meet the agencys obligations for disaster response and/or recovery or Continuity of Operations (COOP) activation. Such participation may require an alternate shift pattern assignment and/or location. What Your Contributions to the GLO Will be: Provides Community Development Revitalization (CDR) - Grant Management the development, management, and evaluation of new and ongoing projects at various stages in the project lifecycle utilizing accepted practices. Provides special project support to the Director of Grant Management, Manager and oversees projects related (varying degrees of length and complexity) to CDBG-Disaster Recovery and CDBG-Mitigation grants. Leads projects and coordinates the initiation, authorization, and commitment to each project. Assists with collection, organization, analysis and preparation of materials for executive reports, required federal reports, legislative inquiries and public information requests. Completes, distributes, and monitors required administrative and performance reports, studies, and specialized projects, and recommends appropriate changes to programs. Coordinates, plans, and evaluates Grant Management efforts regarding new allocation preparation and promotion, vendor special projects, outreach efforts, training coordination, and other accepted one- ime special projects. Qualifications: Minimum Qualifications: Graduation from an accredited four-year college or university with major course work in a field relevant to the assignment is generally preferred. Experience and education may be substituted for one another. Project Manager III- At least three (3) years of experience in a professional work setting in the administration, development, coordination, and monitoring of grants/ contracts or three (3) or years in project management. Project Manager IV- Four (4) or more years of experience in a professional work setting in the administration, development, coordination, and monitoring of grants/contracts or four (4) years in project management. Preferred Qualifications: Experience in Grant Management, Contract Management, or Program Implementation. Experience in CDBG Project Management or federally funded Disaster Recovery programs. Experience with oversight of federal funds or federally funded programs. Physical Requirements: This position requires the employee to primarily perform sedentary office work; however, mobility (moving around the worksite) is routinely required to carry out some duties. This position requires extensive computer, telephone and client/ customer contact and communication. It requires the ability to move and position oneself as needed for filing and similar routine office duties. The job also requires normal cognitive abilities requiring the ability to learn, recall, and apply certain practices and policies. It requires the stamina to maintain attention to detail despite interruptions. Ability to read printed materials and computer screens. The individual must be able to move and transport records, documents, boxes, and all related information and materials, weighing up to 20 pounds when required.
