Director of Financial Services/Chief Financial Officer - Austin, Texas

The Office of the Governor is looking for a Director of Financial Services (Chief Financial Officer) to oversee the Financial Services Division.

What You'll Do

This is a job that performs highly advanced (senior-level) managerial work providing direction and guidance in strategic operations and planning of the Financial Services Division. Establishes fiscal priorities and standards for the OOG. Works involves oversight of purchasing; payment processing; cash and appropriation management; financial reporting; bond issuance and accounting; equity investments; budget development and monitoring; financial systems and revenue estimating. Coordinates and oversees the financial operations of component units, including non-profit corporations. Works collaboratively and strategically with state agencies and legislative offices.

  • Directs financial management and fiscal operations of the OOG.
  • Develops and/or oversees the establishment of the financial structure of new agency programs, including creating the funding structure and financial services processing.
  • Develops and/or oversees the establishment of additional funds within the office, both federal and state, for divisions to execute.
  • Develops policies and effective management controls; reviews guidelines, procedures, rules, and regulations; and assists the Director of Administration in establishing priorities and standards.
  • Provides strategic leadership and direction in operations and planning, including development of the operating and biennial budgets.
  • Provides sound financial solutions for complex business issues, including special budget schedules as needed for anticipated and unanticipated expenditures.
  • Coordinates with other agencies on state and federal funding issues.
  • Oversees the collection, organization, analysis, and preparation of financial and budgetary reports.
  • Serves as the agency's point of contact for all financial audits.
  • Oversees and prepares audit reports, including the preparation of outlines, internal reviews, draft reports, preparation of final reports, and submission of the final reports for review and approval. Collaborates with divisions throughout the agency.
  • Represents the agency at business meetings, legislative sessions, conferences, boards, and committees.
  • As necessary, provides expert testimony to legislative committees on all financial matters related to the OOG.
  • Oversees the review of expenditures for financial appropriateness, legislative authority, compliance with State purchasing and expenditure guidelines, and other financial requirements.
  • Briefs the Director of Administration regarding all legislative changes that affect the administration, operations and programs of the agency.
  • Develops and oversees agency performance measures.
  • Oversees the agency's contract management process.
  • Serves as the agency's Historically Underutilized Business (HUB) Coordinator.
  • Oversees fiscal note responses on legislative bills that operationally and/or financially impact the OOG.
  • Effectively communicates with financial officers of other state agencies, including for benchmarking.
  • Assists in planning and coordinating of agency administrative functions.
How You'll Qualify
  • Graduation from an accredited four-year college or university with a degre in finance, accounting, business management or a related field; and
  • Seven (7) years progressively responsible professional experience in State of Texas accounting and financial management, including six (6) years progressively responsible managerial experience.

Note: Experience and education may be substituted for one another on a year-for-year basis.

  • Masters degree in finance, accounting, or business administration.
  • Ten (10) years progressively responsible professional experience in State of Texas accounting and financial management, including six (6) years progressively responsible managerial experience.
  • Experience using the following accounting systems: Uniform Statewide Accounting System (USAS), Automated Budget Evaluation System (ABEST) and/or CAPPS Financials.
  • Certified Public Accountant (CPA) Certification.
