HEALTH AND HUMAN SERVICES COMMISSION Data Governance Business Analyst in Austin, Texas

Job/Position Description-The Business analyst will support data governance and data management functions for the State Health Analytical Reporting Platform (SHARP). -The Business analyst will perform mid-level business and systems analysis work that involves gathering, developing, and documenting user requirements and business cases, reviewing, and assessing business processes, and providing research and special project work related to data governance. -The position will work with appropriate stakeholders on IT solutions and business decisions to ensure they align with Data Governance strategies and project requirements. -The position works closely with the Data Governance Lead and stakeholders to review and evaluate outcomes and provides recommendations to standardize data governance across data systems.-Collaborate with stakeholders to define data governance goals, objectives, and metrics to measure the effectiveness of the data governance program.-Define and manage metadata standards, taxonomies, and ontologies to facilitate effective data classification, search, and retrieval.-Maintain and update metadata repositories and catalogs, ensuring consistent documentation of data assets, relationships, and lineage.-Utilizes Agile development practices and works together with other teams. -Works under minimal direction with considerable latitude for the use of initiative and independent judgment.Essential Job FunctionsAttends work on a regular and predictable schedule in accordance with agency leave policy and performs other duties as assigned.(40%) Delivers a quality work product. Designs and implements data acquisition strategies and solutions as required. Executes and automates data acquisition and transformation processes in support of performance management dashboard development. Supports the Test Team in performing quality assurance tasks. Produces technical specifications, diagrams, and other documentation required to support the DDandI efforts. Identifies and documents technical support policy and process as requested/needed.(15%) Works together with team members to meet deliverable goals and objectives. Participates in requirements and design sessions as a member of an agile sprint team. Analysis and diagnoses of data access/acquisition related problems and documents proposed corrective actions or alternative methods of access. Participates in knowledge transfer of technical information such as application development, operating systems/ platforms, development tools, system integration, and business area knowledge.(15%) Develops standards for data acquisition and transformation strategies for the HHS analytics projects. Preparing written documents and verbal presentations to capture technology for a non-technical audience(10%) Collaboration with other members of the Chief Data Architect team, key stakeholders, other agencies, and third-party vendors. Interpretation of new and changing business requirements to determine the data acquisition impact and proposing enhancements and changes to meet these new requirements.(10%) Oversees and provides data acquisition support (defect repair, maintenance, and production operations support). Work with a team of application developers for the support monitoring of data acquisition automation operations and assists with troubleshooting, diagnosis, and problem resolution. (10%) Attends meetings, monitors deliverables and reviews submitted documentation to ensure established procedures are being followed.
