Clickhereto see an inside look at the Texas Comptrollers office General description The Direct and Indirect Tax Sections of the Tax Policy Division are looking for candidates for various Tax Analyst positions. We seek enthusiastic professionals with strong analytical and communication skills and a background in researching and interpreting federal, state and/or local statutes, proposed legislation, and administrative regulations. We seek candidates who are experienced in legal analysis and are comfortable drafting and editing many types of legal documents and business correspondence. Experience with federal and/or state tax laws is preferred but not required as the agency provides many opportunities for on-the-job training in state tax law. As a Tax Analyst, you will help fulfill our mission to research and interpret tax laws to provide accurate, consistent and timely information to taxpayers, CPAs, state officials, Texas citizens and agency personnel. You will navigate challenging tax policy determinations and legislative and legal interpretation issues, while gaining valuable experience in researching and drafting memos, taxability guidance, publications, training materials, and administrative regulations. You will quickly and effectively research and explain complex issues, while learning new concepts and applying knowledge appropriately. Responsibilities include providing superb customer service to taxpayers, effectively conveying information, and encouraging an exchange of ideas. The role requires a balance of legal knowledge of tax law, researching legislation and other sources, and skillfully identifying, defining and solving problems. The ideal candidate is flexible and able to adjust to changing workplace demands, while meeting the needs and expectations of internal and external customers. This position may be eligible for a flexible/hybrid work schedule if certain conditions are met; working arrangements may change at any time as business necessitates. Salary Tax Analyst II: $6500.00 - $7200.00 Tax Analyst III: $7200.00 - $8000.00 Qualifications: EDUCATION (at all position levels): Graduation from an accredited college or university with a bachelors degree in accounting, business, public administration or a related field. PREFERRED EDUCATION: Graduation from an accredited college or university with a Law Deg ee (J.D.); or a bachelors and/or masters degree in accounting with a Certified Public Accountant (CPA) license. SUBSTITUTION OF EXPERIENCE FOR EDUCATION: Four years of qualifying experience may substitute for the Education Requirement. MINIMUM EXPERIENCE: Tax Analyst II: One year as a Tax Analyst I; or Two years as a Tax Accountant with a CPA certification; or One year as a practicing attorney; or Two years in a position with similar duties that required the candidate to draft documents for public dissemination. Similar duties include reviewing legislative proposals, drafting or amending administrative rules, and/or drafting complex tax law question inquiries to states or the federal government. Tax Analyst III: One year as a Tax Analyst II; or Three years as a Tax Accountant with CPA certification with experience in Texas state taxes; or Two years as a practicing tax attorney; or Three years in a position with similar duties that required the candidate to draft documents for public dissemination. Similar duties include reviewing legislative proposals, drafting or amending administrative rules, and drafting complex tax law question inquiries to states or the federal government. In this role you will: Interpret tax statutes, rules, and policies regarding state tax for taxpayers, tax professionals, state officials, and agency personnel. Provide assistance to internal and external customers. Interprets requests for information; conducts research; consults with other section or agency personnel; drafts written responses to intermediate inquiries in assigned tax. Responds to phone calls. Draft intermediate administrative rules and rule amendments to reflect changes in legislation, hearings decisions, court cases, or agency policy in assigned tax. Develop, review and evaluate divisions tax related web content. Develop and present intermediate classes to internal and external customers, review, and evaluate training presentation; develop course outlines, training aids, and class materials. Conduct intermediate to advance tax courses. Veterans: To receive veteran's preference a copy of your DD214 (Member 4) is required.
