Position Summary

We are seeking a Manager for Procurement and Contracting (Federal Contracts) to lead the Procurement & Contracting function for St. George Tanaq Corporation (SGT), providing cradle-to-grave support for SGT and our business divisions. The ideal candidate will be able to effectively multitask, be proficient within the federal contracting space, and demonstrate outstanding communication skills to interface with all levels of internal and external customers.

This is a fully remote work role based anywhere in the continental United States.

Responsibilities

  • Lead the Procurement & Contracting function, ensuring compliance throughout all acquisition areas and supporting internal business and operational teams to maximize value, minimize delays, and contribute to overall project success.

  • Administer, maintain, and comply with company acquisition policies, ISO processes, and guidelines that are consistent with and achieve compliance with government and subcontractor requirements and regulations.

  • Interface with the Accounting function to ensure contract-specific accounting requirements, A/P, and A/R compliance.

  • Assist the Business Development team by analyzing RFPs, assessing contract and subcontract terms for risks/ impacts, and providing recommendations for senior management review and approval. Provide timely reviews of contract and subcontract awards and modifications.

  • Assist company leaders and program managers to understand program execution contractual obligations, requirements, and regulations. Proactively resolve issues and changes.

  • Advise business division of U.S. Government contract administration process and tasks, ensuring full contractual compliance.

  • Establish exceptional working relationships with counterparts and coordinate stakeholder input on business terms.

  • Remain current with procurement changes and trends impacting U.S. Government contracts, FARs, DFARs, etc. Review, identify and evaluate contractual and compliance risks, cost risks, and other business-related impacts, and provide recommendations for management's review and approval.

  • Ensure contract and subcontract closeouts are complete; set up and maintain all files in accordance with company policy.

  • Track actions and handle communications between parties responsible for administering the contract review process.

  • Serve as the central liaison between internal business stakeholders, external counsel, and partners. Responsible for efficiently administering, reviewing, and facilitating contract agreements, including Subcontracts, Teaming Agreements, Non-Disclosure Agreements, consultant/vendor agreements, and contract modifications. Coordinate with external counsel in drafting and reviewing contractual agreements.

  • Coordinate and maintain company information in state and federal procurement and registration systems.

  • Partner with company leaders to complete required Small Business Administration 8(a) Business Development Program obligations.

  • Assist cross-functional teams with GSA and GWAC systems, including, but not limited to, reporting requirements, proposal submission, audit preparation, etc.

  • Support and participate in government agency audits as required, with support from Finance and other internal functions.

  • Other duties as assigned.

Requirements

Required Experience and Skills

  • 10+ years of directly related experience in government contracting and procurement, with 5+ years of experience as a team leader and/or manager of people.

  • Skilled in overseeing corporate procurement activities, advising management of contractual rights and obligations, mitigating contractual program risks, and working with cross-functional teams.

  • Demonstrated experience in leading lean and fast-paced procurement and contracts organizations.

  • Practical knowledge and application of Federal Acquisition Regulations (FAR/DFARS)

  • In-depth understanding of federal government regulations for fixed price, time & materials/labor hours, and cost-type contracts.

  • Experience with Government Wide Acquisition Contracts (GWACS).

  • Experience in supplier management and knowledge of FARs/DFARs as they pertain to procurement

  • Ability to perform and comprehend price analyses.

  • Proficiency in Microsoft Office Suite (including Outlook, Word, Excel, and PowerPoint)

  • Excellent time management skills, capable of managing multiple priorities and short deadlines.

  • Exceptional leadership and communication skills.

  • Must be legally authorized to work in the United States without the need for employer sponsorship, now or at any time in the future.

Education and Training

  • Bachelor's degree in a related field.

  • Master’s or J.D. degree with 5 years of relevant experience in either supply chain, law, contracts, or a closely related area preferred.

Physical Requirements

  • Prolonged periods of sitting at a desk and working on a computer. May need to lift up to 25 pounds occasionally.
