ICF Consulting Group, Inc. Instructional Designer – On-Call Role (Remote) in Atlanta, Georgia

Instructional Designer

ICF seeks an innovative Instructional Designer to support the Office for Victims of Crime Tribal Financial Management Center (TFMC) (https://www.ovctfmc.org/index.html) in developing grants financial management training materials for American Indian and Alaska Native grantees receiving Office for Victims of Crime victim services grant funding. TFMC provides culturally humble, trauma informed training, technical assistance, and resources to support American Indian and Alaska Native (AI/AN) communities as they successfully manage the financial aspects of their federal awards.

The successful candidate will have experience developing creative and engaging virtual and in-person resources and trainings for AI/AN populations. You will work both independently and as part of a larger learning and development team collaborating closely with subject matter experts in the victim services and grants financial management fields.

Key Responsibilities

  • Create instructionally sound trainings, including developing learning objectives, assessments, course outlines, learning activities, case studies, job aids, and reference materials for online delivery.

  • Create storyboards, scripts, and course video content using software such as Storyline.

  • Develop instructional media materials including slides, graphics, and audio to support instruction.

  • Support training development projects, including managing SMEs and internal staff, project planning, creating development schedules, and executing deliverables.

  • Serve as Content System Administrator for TFMC’s learning management system while providing learner technical support requests.

  • Create learning content in a Content Management System with basic knowledge of using HTML and CSS.

  • Ensure all online trainings are fully 508 compliant.

  • Contribute to the development of process and the adoption of project management tools.

  • Collaborate with Subject Matter Experts (SMEs), OVC staff, and internal TFMC team members in the design and development of trainings.

  • Serve as a liaison with the TTA grantee community.

  • Monitor and respond to instructor and participant feedback to improve training materials and increase engagement with target audience.

  • Test eLearnings to ensure proper functionality.

    Basic Qualifications:

  • M.A. or M. Ed. in Instructional Design, Adult Education, Distance Learning, or related field or an accredited institution.

  • 12 years or more of work experience in training with a minimum of 5 years proven experience as an Instructional Designer designing and managing virtual and in-person training projects as well as the management of large-scale databases such as an LMS, extracting data, compiling reports, and providing excellent customer service.

  • Experience working in diverse communities with a deep understanding of American Indian and Alaska Native populations.

  • Familiarity with the application of adult learning principles.

  • Knowledge of grants financial management and familiarity with the victim services field as well as the unique challenges confronting tribal communities such as access to broadband as well as regional/geographic considerations.

  • Ability to scale and adapt content based on level of learner and their experience

  • Experience with one or more LMSs. Knowledge of SAP Litmos is a plus.

  • Ability to bring together text, images, video, and audio in both traditional and e-learning trainings to develop scenario-based materials.

  • Understanding of 508 compliance.

  • Knowledge of Articulate Storyline 360, Articulate Storyline Rise, PowerPoint, Photoshop, Camtasia (or Adobe Premiere or other video authoring tool), other Adobe tools (Illustrator/InDesign) are a plus.

  • Experienced with Microsoft Office 365 products, functions, and utilization in remote product development.

    Professional Skills and Experience:

  • Experience working in or on behalf of tribal communities in the victim services space with an understanding of crime victim services issues.

  • Knowledge of best practices in design principles (ADDIE, graphic design, layouts, distribution methods, etc).

  • Possesses excellent oral, interpersonal, and written communication skills.

  • Ability to engage audiences and communicate effectively in a virtual space.

  • Strong attention to detail, problem-solving, and decision-making capabilities.

  • Familiarity with victim-centered, trauma informed approaches.

  • Adaptable with the ability to handle multiple priorities in a fast-paced, evolving environment to meet client needs while managing competing tasks.

  • Comfortable serving as a resource and providing input to a senior management team, as needed.

  • Ability to work collaboratively across TTA providers, the government client, subject matter experts and project partners.

  • Experience producing live events within Zoom, or similar platform.
