ICF Health IT Onboarding Manager in Atlanta, Georgia

ICF is currently recruiting for the position of a full-time Health IT Onboarding Manager to manage teams of field technicians performing cloud platform integration with public health information systems in compliance with onboarding requirements from our Centers for Disease Control and Prevention (CDC) clients.

This individual will be responsible for all stages of the onboarding lifecycle: analysis, design, specification, implementation, go-live, and support. Work experience should highlight personnel management, public health information systems or clinical health IT business acumen, management consulting, quality management and control. Dedicated to excellence in customer service and proven track record of working with clients in a professional manner, the candidate should showcase project delivery experience supporting IT and public/clinical health programs and relevant experience in management consulting. Work experience should highlight a proven track record of success in supporting complex technology initiatives. The candidate should have strong quantitative, analytical, communication and writing skills.

The mission supports integration with CDC’s cloud-hosted digital surveillance platform, mobilizing data from electronic health records.

Services include but are not limited to supporting strategic planning; analysis of existing and emerging health IT solutions, including incorporation of electronic health records along with requirements gathering, documentation, implementation, and operation and maintenance support for projects in all stages of their lifecycle; and product and project management for the onboarding program.

Responsibilities and Duties (including but not limited to):

  • Support the efforts to specify, develop, manage, administer, or review projects in support of the Program.

  • Support services include, but is not limited to, the following:

  • Applying project management methods to meet complex business requirements and resolving conflicts and issues as they arise.

  • Preparing and documenting project plans for each track of work on projects, including requirements, testing, development, and project management.

  • Preparing plan presentations for clients, public health partners, project teams, and other project stakeholders.

  • Requirements gathering supporting efforts to define, prioritize, and manage requirements for projects across the program, but must have specific expertise in health IT and solutions needed to manage the health data analytics of the Program.

Support services include, but is not limited to, the following:

  • Meeting management and facilitation.

  • Researching and advising management on requirements best practice approaches.

  • Preparing requirements planning documentation including validated, tailored approaches that consider best practices as well as program realities.

  • Working with user groups, including grantees, agencies, subject matter experts, and stakeholders, to define and prioritize system requirements.

  • Working with the development teams to define development and testing strategies.

  • Performing requirements analysis in the software development life cycle model.

  • Eliciting high-level goals early in development.

  • Documenting and modeling requirements with diagrams such as dataflow diagrams that can explain how a system behaves.

Basic Qualifications:

  • Bachelor's degree from a recognized college or university with major course work in engineering, physics, computer sciences, math, information systems, statistics, or equivalent education

  • 6+ years project management experience

  • 3+ years program management experience

  • 2+ years progressive experience in clinical, business, or healthcare operations

  • Ability to obtain and maintain a Public Trust federal security clearance

  • Must be willing and able to travel up to 25% of the time

Additional Requirements :

  • Working knowledge and subject matter expertise in the assigned operational areas

  • Manage and communicate ongoing changes in task, goals, or performance.

  • Formulates and enforces project plans, risk registers, work standards, assigns project personnel schedules and tasks, reviews work discrepancies, supervises project personnel.

  • Provides creative/technical guidance for accomplishing assigned tasks.

  • Support Agile methodologies, including Product Manager role.

  • Assures that project personnel deliver the customer’s desired technical solution within the mutually established contract schedule and cost.

  • Excellent oral and written communication skills.

  • Excellent analytical and organizational skills.

Pay Range - There are multiple factors that are considered in determining final pay for a position, including, but not limited to, relevant work experience, skills, certifications and competencies that align to the specified role, geographic location, education and certifications as well as contract provisions regarding labor categories that are specific to the position. The pay range for this position is:

$76,848.00 - $130,642.00
