NASCO Business Technical Operations Consultant IV in Atlanta, Georgia
Overview
Under nominal direction, the Business Technical Operations Consultant IV is primarily responsible for providing advanced business, product capability and technical system knowledge and guidance focused around multiple assigned Plan business, technical or product areas. This includes providing input to business and technical solution approaches influencing Plan and NASCO decisions for Plan-specific and NASCO enterprise product enhancements and product releases. This role conducts triage support for complex reported system issues, submitted questions, and failed test cases. This role also contributes to the NASCO and Plan organization’s performance by monitoring and evaluating operational metrics that are key indicators of a Plan’s effectiveness in using the NASCO systems. This role is responsible for using the key performance indicator metrics to make recommendations to the Plan or NASCO internal teams to improve Plan or NASCO performance to support customers in meeting their business goals. This position will also be expected to communicate with peers across Plans and NASCO. Communicates with Team Lead and Manager, NSST on assignments and projects status.
Responsibilities
Interfaces with and drives Plan resources to understand Plan business drivers, identifying current system capabilities to meet the business needs, translating those into NASCO system requirements language, and driving the results for the Plan business areas
Creates quality artifacts in the appropriate time frame, with input from more experienced team members by following NASCO’s project management or system development life cycle methodologies for projects and enhancements
Reviews and provides input to Technical Design documentation prior to review with Plan stakeholders, including understanding of Plan operational impacts of the proposed system change
Drives collaboration with Plan, NASCO vendors and technical teams to deliver enhancements and projects, resolve system processing or performance issues by evaluating the reported issue, facilitating fact finding meetings, managing workload, conducting discussions to determine root cause analysis for each performance issue and providing communication to Plan stakeholders on status and resolution of issues and enhancements
Conducts and communicates impact analysis for procedure changes, product enhancements or system integration to inform the Project and Plan teams team of requirements that could impact existing operational or downstream system functionality within the assigned business area
Identifies and implements opportunities to automate and/or design and create short term solutions external to core system processing that meet audit requirements to assist Plan or NASCO clerical or system operations support
Identifies and implements process improvements to gain efficiency for internal or Plan teams
Recommends configuration of NASCO systems and solutions to optimize system or workforce performance
Creates, monitors and maintains documentation, spreadsheets, flowcharts, and other artifacts related to the content and purpose of assigned application components including but not limited to Plan operational metrics, cycle flows, processing sequencing, integration points, integration vendors and other pertinent information for Plan and NASCO steady state operations
Builds relationships with both internal and external customers to influence decisions using technical and business knowledge to determine impact to Plan and their customers
Qualifications
Required Knowledge, Skills, and Abilities:
Advanced Knowledge of the Healthcare Insurance industry and Health Care payer functions
Advanced SME level knowledge of business and NASCO System Area
Ability to lead by example and coach teams and the ability to create and present information to internal and customer team members in formal and informal settings
Advanced Knowledge of TSO, file transfer and other Mainframe and Mid-Tier server technologies, including JCL
Advanced Knowledge of project management processes, system change request and change management processes
Advanced Knowledge of Microsoft Office Suite including Outlook, Excel, Word, PowerPoint, and Visio
Proven written and verbal communication skills including meeting facilitation with internal/external customers
Proven analytical, critical thinking and decision making skills
Proven problem solving skills
Demonstrated flexibility to adapt to shifting priorities
Ability to create trusted relationships with customers and garner their agreement with and level of engagement on our joint work priorities
Ability to manage and prioritize workload based on impacts to the customer or internal demands
Ability to translate business needs into technical requirements
Ability to apply innovative thought to help define solutions to business issues
Ability to assimilate information quickly and accurately, work independently and be self-motivated
Required Experience:
12 years of experience related to software development lifecycle methodology
7 years of experience with Healthcare Insurance Industry
15 years combined experience in software development and software implementations on mainframe, mid-tier, and integrated applications
Required Training and Education:
- Bachelor’s degree in computer science, business technology, or fields related to analytical thinking or logic, or equivalent work experience
Working Conditions:
Location: Home office / Remote
Travel: Occasional overnight travel (up to 20%) by land and/or air for meetings to the office or other areas
May be required to work a flexible work schedule, including weekend and evening availability during outages, security incidents, deployment and maintenance-window-oriented events
Must be able to use equipment at workstation for up to 8 hours daily
