Summary You will serve as a SKILLBRIDGE PROGRAM MANAGER in the EDUCATION AND TRAINING BRANCH (N13M7), TOTAL FORCE MANPOWER AND TRAINING REQUIREMENTS DIVISION (N13M) of PERS WASHINGTON. Responsibilities You will develop Navy-wide policy for Skill Bridge program. You will apply understanding and knowledge of Navy budget system, including the Navy's unique financial management system to develop Program Objective Memoranda (POM) issue papers in support of Skill Bridge and Voluntary Education Programs. You will manage changes to policy and process exception to policy requests for the Post-9/11 GI Bill components, with particular emphasis on the Transfer of Education Benefits policies and procedures. You will apply Voluntary Education program management principles, concepts, and methods to a variety of difficult and complex work assignments. You will serve as the Navy's principal advisor on Voluntary Education, frequently chairs study groups and implementation teams focused on this issue. Key representative in the development of programs and policy for education of the enlisted force. You will develop strategic objectives to ensure education and transition programs effectively meet Navy objectives. Requirements Conditions of Employment Qualifications Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Apply extensive knowledge of the Navy-wide Skill Bridge Program to advise management and military members on the program execution; 2) Utilize knowledge of Navy fitness reporting system; 3) Comprehensive knowledge and understanding of policies and requirements relative to the Voluntary Education and Enlisted Education and Credentialing programs; 4) Participates in study groups and conduct planning, programming and coordination of resources for the efficient management of the program; and 5) Provide supervisory direction to subordinate team members on the execution of the Skill-bridge and Voluntary education and enlisted education programs.
