Department of State - Agency Wide Program Analyst in Arlington, Virginia

Summary The position is located in the Bureau of Overseas Buildings Operations, Program Development, Coordination, and Support Directorate, Office of Project Development and Coordination, Project Analysis Division (OBO/PDCS/PDC/PA). You will serve as a Program Analyst, responsible for functional program analysis and planning for the maintenance, repair, and upgrade of the real property assets of overseas posts. Responsibilities Supports the development of OBO’s Bureau Strategic Plan, the Department of State (DOS) overall Performance Plan, and the Bureau and Office’s performance measurement and performance review processes. Evaluates the capital and non-capital requirements of projects at overseas posts in accordance with efficiency and effectiveness metrics to achieve program goals and objectives. Evaluates, plans, and develops forecasts of resources and time needed for the planning and execution of design and engineering projects to develop optimum assignment and completion schedules based on these calculations. Provides expert advice and assistance to senior managers and operational offices within OBO and the Department on analyses and planning activities in support of overseas real property management. Leads the development of the annual Bureau Strategic Plan (BSP) preparing discussion and issue papers of interest to senior Department management to include participation in the Bureau’s own BSP based program review process. Serves as a senior scheduler, coordinating with key stakeholders to develop project and program schedules and schedule based reporting and analytics to meet mission requirements. Requirements Conditions of Employment Qualifications Applicants must meet all the qualification requirements described below by the closing date of this announcement. Applicants must have 1 year of specialized experience equivalent to the GS-13 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position. Qualifying specialized experience must demonstrate the following: Experience coordinating with key stakeholders to develop project and program schedules for schedule-based reporting and analytics. Experience conducting statistical analysis using computer applications to convey accurate representation of official information used in reports, briefings, and publications. Experience performing project management as it pertains to international business operations in construction (i.e. scheduling, logistics support, analysis and reporting). Experience communicating effectively, both orally and in writing, to negotiate acceptance of findings and recommendations arising from operating program/projects studies.
