Provide support to designated L3Harris companies regarding Trade Compliance requirements in accordance with the U.S. Department of State International Traffic in Arms Regulations (ITAR), the U.S. Department of Commerce Export Administration Regulations (EAR), Alcohol, Tobacco, Firearms and Explosives (ATF) regulations and the Office of Foreign Asset Control (OFAC) regulations
Work with internal stakeholders and other trade compliance professionals to develop strategic licensing strategies
Assist with developing and implementing guidance, procedures, processes and templates to facilitate international license requirements
Review international license applications to ensure that they meet U.S. Government requirements and are processed in a timely manner
This role is highly visible and will work across the matrix with Marketing, Engineering, Finance, Legal, and other teams to ensure compliance
Develop and deliver training on Trade-focused material
Work in a highly collaborative team to cross-train others as well as contribute to the continued growth and development of a Global Compliance department
Remain current with USG regulations, policies, procedures and processes
Understand business requirements and how to determine what international licenses are required in accordance with the ITAR, EAR, ATF and OFAC
Serve as primary point of contact with the U.S. Government in order to submit, manage and resolve any issues related to international trade license applications
Interface with the U.S. Department of Defense and other USG stakeholders to develop policy guidance to support L3 international marketing and sales
Develop written procedures, templates, samples and other materials
Actively participate in conferences and training events
Other activities as may be requested to facilitate L3 international business requirements and ensure compliance with USG international trade regulations
Ability to travel up to 10%
Bachelor’s Degree and minimum 12 years of prior relevant experience OR Graduate Degree and a minimum of 10 years of prior related experience
Must meet requirements to act as an Empowered Official in accordance with the ITAR
Must have or be able to obtain a U.S. Security Clearance of SECRET or higher.
Strong verbal and written communication skills
Experienced and confident trainer/public speaker
Strong analytical skills with ability to research information, perform assignments and respond in a fast-pace environment
Ability to work at all levels in an organization
Self-starter with proven ability to analyze and resolve complex issues
Knowledge of export / import regulatory requirements
Proficient computer skills and in-depth understanding of Microsoft Outlook, PowerPoint and Excel
Preferred candidates will have in-depth knowledge of OCR EASE, Tableau, SUMO and/or Power BI
Strong background in EAR licensing, de Minimis and encryptions regulations
Strong background in Export Control Reform licensing
Strong background in writing, reviewing and managing DOS Agreements
Experience working through a DOS Consent Agreement
