Job Summary

Security Support Services encompass support activities that enable the Government Customer to meet the requirements of Homeland Security Presidential Directive 12 (HSPD 12), and Departmental and the Government Customer security policies and procedures. Such support activities include, but are not limited to, the following:

  • Provide subject matter expertise in advising Federal personnel on Federal security policies, procedures, and guidelines;

  • Perform research, fact-finding, analyses, process modeling, report-writing, and briefings to inform decision-making by Federal officials;

  • Prepare drafts, executive summaries, briefing materials, and other materials to assist in the development and implementation of new and changed security programs, policies, and procedures;

  • Perform system administration for the Office of Personnel Management's Electronic Questionnaires for Investigations Processing System (e-QIP);

  • Review background investigation reports and provide assessments of their adequacy, accuracy, and completeness in light of relevant security guidelines;

  • Provide clerical assistance for the handling, control, logging and status-tracking, filing, and disposition of background investigation reports;

  • Provide assistance for the day-to-day operations of the US Access Program, which entails operating the C•CURE 9000 Access Control System, controlling, distributing, and destruction of HSPD-12 personal identity verification (PIV) cards and the Government Customer credentials, updating and maintaining databases and inventory control of building access cards; scheduling and conducting appointments, visually inspecting identification documents, identifying and reporting discrepancies, and coordinating with Headquarters and Field Offices;

  • Provide assistance to the Government Customer’s Field Divisions, key HQ components, Task Force Officers, Special Agents, and  Government Customer personnel requesting the Government Customer Credentials; Ensure visual examination of all documentation, input of vital data & statistics and ensures all credentialing policies are applied in the issuance of all Government Customer identification;

  • Assist with the management of security budget accounts;

  • Coordinate with security points of contact in the event of security breaches and other events;

  • Provide regular reports of security related activities and events; and

  • Log, maintain control, distribute, store, inspect, and arrange for repair and maintenance of security devices.

  • Perform personnel security support functions and assist with fingerprinting, initiation of background investigations, request additional information, assign cases to Personnel Security Specialist, and clearance verifications.

  • Responsible for updating and maintaining security of document control databases.

  • Maintain a variety of files, control registers, and records to provide control of sensitive information. Generate reports in support of security operations using automated databases or programs. Draft memorandum or e-mail correspondence related to security matters.

  • Serve as a point of contact for field divisions for clearance or access verification for the Government Customer employees, contractors and Task Force Officers. Assist with the issuance and accountability of access approvals.

  • Perform support functions and assists in the planning, scheduling, and conducting of security activities, such as overseeing the issuance, accountability, and destruction of the Government Customer building access cards for access to Government Customer Headquarters. Responsible for updating and maintaining databases and inventory control of building access cards; maintains appointment schedules and activates building access cards.

  • Coordinate with managers from Headquarters and Field Offices requesting the issuance of the Government Customer Identification credentials to include; Administrative & Core Series credentials for new employees, and replacement of lost/stolen/damaged credentials and the issuance of retired credentials.

  • Provides additional administrative duties to include but not limited to, assisting visitors/guests, conducting proper sign-in procedures, answering phones, distributing FedEx packages and other related security administrative duties as assigned.

  • Make recommendations on whether security clearances should be granted, suspended, revoked, or denied. Make recommendations for Public Trust and Homeland Security Presidential Directive-12 (HSPD-12) approvals.

  • In-depth knowledge of investigative requirements for the performance of an adjudication of a personnel security background investigation.

  • Hands-on experience that demonstrates subject matter expertise in one or more functional areas related to personnel security, suitability, and adjudication of background investigations.

    Responsibilities

  • Initiate and process requests for National Agency Check and Inquiry (NACI), National Agency Check with Law and Credit (NACLC), Minimum Background Investigation (MBI), Secret, and Top Secret (TS) security clearances for federal law enforcement agency enforcement personnel, contractors, and conduct reinvestigations

  • Monitor and perform all phases of personnel security case execution, to include reciprocating existing security clearances, initiating personnel security investigations, and issuing security waivers for access

  • Analyze and resolve personnel security problems for situations involving conflicting or insufficient data, evidence, or testimony to determine whether potential contractors should be hired, given special assignments or if task force officers would receive access

  • Implement agreements and interacts with personnel responsible for suitability determinations in other agencies, particularly OPM, FBI, DOJ and Intel Agencies. Determines if investigations can be reciprocally accepted based on OPM, DNI and agency guidance

  • Establish case/project files, retrieve, and review data from the agency specific and proprietary data bases, National Crime Information Center (NCIC), and the National Law Enforcement Telecommunications System (NLETS) utilizing agency proprietary and other government agency databases

  • Review and evaluate security packages, personnel files, and other records to determine which cases require closer review and mitigation of derogatory information in order to proceed with adjudication. Review and evaluate reports to determine if persons considered for employment or retention in sensitive positions meet security standards

  • Perform checks in automated data bases, to manage security investigations, current clearances and/or adverse suitability information. Conduct the validation and verification of case files and case data.

    Minimum Qualifications

  • Active Top Secret clearance through Government Customer and its Departmental entity.

  • Applicants must be a US citizen.

  • Fully trained Adjudicator

  • Homeland Security Presidential Directive 12, National Security & Suitability experience

  • Experience in final review of completed cases

    Education background

  • Bachelor's Degree

  • Degree may be substituted with 6+ years of Adjudication experience

  • Certificate of Adjudication Training
