Overview
Senior Project Manager Overview:
We are seeking a Project Manager with over 10 years of experience leading diverse teams on Federal IT and/or Research contracts and possess a deep understanding of project management methodologies , federal contracting environments and the unique challenges of managing IT systems for data management and analysis, particularly in research-focused domains . The ideal candidate will have experience working with IT systems specifically designed to support biomedical research data workflows. This includes familiarity with platforms that manage high volumes of diverse research data types such as clinical, genomic, imaging, and laboratory data. While we prefer experience with these types of systems, we would consider experience/expertise in other data management systems. Candidates should understand how these systems facilitate secure data ingestion, curation, annotation, integration, analysis, and sharing across multidisciplinary research teams.
Key Responsibilities:
Direct and oversee diverse, cross-functional technical teams supporting federal IT and/or research contracts, ensuring effective collaboration and high performance across all project phases.
Develop and manage project plans, timelines, budgets, and resources using industry-standard project management methodologies (PMP, Agile, etc.).
Plan, document, and implement the optimal team structure (roles, people, expertise) to ensure high-quality delivery, exceeding client expectations and achieving established goals.
Lead teams to successfully deliver customer experience and engineering solutions leading to client business value.
Enact lasting changes to the client’s ways of working by utilizing a consultative approach that focuses on defining and measuring customer value delivered at each milestone.
Organize and lead ongoing team planning sessions to identify key risks, issues, and dependencies across workstreams.
Serve as the primary liaison between technical teams, government clients, and research staff, ensuring clear and effective communication of both technical and non-technical information.
Manage or support the implementation, maintenance, and user support of IT systems used for data management and analysis, ensuring system performance, security, and usability.
Oversee or contribute to end-user support efforts, including training, documentation, helpdesk coordination, and gathering feedback to inform system enhancements.
Understand and support the specific data management and analysis requirements of research staff and scientists, particularly in biomedical or health-related contexts.
Ensure projects and systems comply with federal regulations, data governance standards, and agency-specific policies.
Identify and implement process improvements and system enhancements that optimize performance, user satisfaction, and project outcomes.
Qualifications
Required Qualifications:
Candidates must have 10+ years of experience leading and managing cross-functional, diverse technical teams in support of federal IT and/or research contracts. This includes overseeing complex projects in highly regulated environments, coordinating across disciplines, and ensuring successful delivery of technical solutions aligned with government objectives and compliance standards.
Candidates must possess a Project Management Professional (PMP) certification or an equivalent credential demonstrating formal training and expertise in project management principles. This includes proficiency in traditional project management, IT project methodologies, and Agile practices, ensuring the ability to lead complex, cross-functional projects within structured and iterative development environments.
Candidates must demonstrate a proven ability to communicate complex technical concepts and non-technical information clearly and effectively to a wide range of audiences, including executive stakeholders, technical teams, and end users. This includes tailoring communication styles to fit the audience, facilitating cross-functional collaboration, and translating requirements and solutions between technical and non-technical stakeholders.
Candidates must have demonstrated experience working with IT systems designed for data management and/or analysis. This experience should also include providing end-user support, such as troubleshooting technical issues, delivering training, and ensuring system usability to meet evolving user needs.
Capable of earning trust and influencing stakeholders without formal authority to required results.
Proficient with collaboration tools including Atlassian Jira and Confluence, and Microsoft Office applications.
Flexible, collaborative, and able to manage and prioritize multiple tasks simultaneously to maintain teamwork and optimal project flow.
Experience working with Agile delivery methods like Scrum and Kanban, waterfall and hybrid systems.
Preferred Qualification:
Experience supporting IT systems specifically designed for research data management and/or analysis.
Understanding of the needs and workflows of researchers and scientific staff in federal research environments.
Familiarity with BRICS (Biomedical Research Informatics Computing System) or similar biomedical data repository systems to support research data workflows, data sharing, and collaborative research initiatives.
Scrum, Product or Scaled Agile Framework (SAFe) Certification.
