ARPA H – Mission Office Acquisition, Budget, and Financial Support

Amentum is looking for experienced personnel to expand our health technology development support capabilities and offerings for the Advanced Research Projects Agency for Health (ARPA-H) as well as our Department of Defense (DoD) and other public health client space.

We are interested in individuals who have experience supporting executive-level Government personnel at a federal agency, preferably one focused on technology development projects. Acquisition, Budget, and Financial personnel will provide Front Office support to an ARPA-H Mission Office, regularly interacting with Government leadership (i.e. the Office Director, Deputy Director, Assistant Director for Program Management [ADPM], technical Program Managers) to help plan and manage technology development programs.

Responsibilities will include:

Candidates would fill one of the three following positions:

Acquisition Policy Specialist:

  • Developing and supporting the implementation of policy for Research & Development (R&D) and Services contracting

  • Providing recommendations and insight on the development, structuring, and execution of procurement contracts, grants, cooperative agreements, and other transactions

  • Assisting Government program managers and their support teams in selecting acquisition approaches for their programs and efforts

  • Providing insight and support in drafting, routing, and posting acquisition documentation, solicitations, and announcements

  • Providing recommendations on source selection policies and processes and supporting their implementation and execution

Financial Analyst:

  • Supporting mission office leadership in all aspects of federal budget formulation and the planning, programming, budgeting and execution (PPBE or equivalent) process

  • Developing, organizing, forecasting, and maintaining financial budgets; creating and coordinating budget documents and requests

  • Tracking financial milestones for R&D programs; anticipating and solving problems in financial, administrative and program management arenas

  • Engaging with internal and external stakeholders on budgetary and financial matters

Resource / Budget Analyst:

  • Providing budget planning, analysis, and execution support; applying budget and resource management principles and practices for developmental and operational programs

  • Tracking and providing analysis of commitments, obligations and disbursement performance

  • Assisting in the preparation of phase / expenditure program plans

  • Preparing financial information for briefings, presentations, and status reports

  • Providing programmatic and administrative program office support to team lead / chief of staff

Minimum Requirements:

  • The demonstrated professionalism, maturity, sound judgement, and excellent communication and interpersonal skills necessary for daily interactions with executive-level audiences in a dynamic, high-visibility Front Office environment

  • Bachelor’s degree or higher in a related field, equivalent experience/certification in a field relevant to the specific position, or​ substantial equivalent occupational experience

  • At least 3 years or more relevant experience

  • Ability to work independently or in a team setting as circumstances dictate

  • Additional minimum requirements by position:

  • Acquisition Policy Specialist:

  • Demonstrated experience with advanced contracts, developing and implementing policy for R&D and Services contracting, and procurement contracts, grants, cooperative agreements, and other transactions

  • Relevant experience as a principal lead or providing senior-level support on analytical, consulting, or assessment processes in support of technical, business, and/or administrative goals of a program

  • Strong writing skills; highly organized with excellent attention to detail

  • Financial Analyst:

  • Demonstrated experience with federal budget formulation and resource allocation through the planning, programming, budgeting and execution (PPBE) or similar system

  • Creativity, foresight, and mature judgment in anticipating and solving problems in financial, administrative and program management

  • Demonstrated experience tracking technical and financial milestones

  • Resource / Budget Analyst:

  • Demonstrated knowledge, skills, and abilities in the budget analysis field

  • Experience utilizing, adapting, and developing budget and resource analytic tools, techniques, and processes for both technical and administrative support activities:

Desired Requirements

  • NIH or other federal grant program experience and/or familiarity with the DoD and/or HHS

  • One year or more experience working with an ARPA agency

  • Experience using NBS, iProcurement, PTOS, AMBIS or PRISM s/w tools

  • Knowledge/competence in web-based research as well as analysis using modern PC computer techniques, systems, and tools

  • Acquisition Policy Specialist: Certified Professional Contracts Manager (CPCM) highly desirable

  • Hybrid and telework options are likely but residence within Washington DC metropolitan area.
