Naval Facilities Engineering Command CONTRACT SPECIALIST in Annapolis, Maryland

Responsibilities You will perform the full range of pre and post award contractual actions required in the procurement of services, construction, architect/engineering services, or facility support services. You will interpret and ensure that contract actions are in accordance with relevant laws, regulations, policies, standards or procedures. You will review procurement requests to assure clarity, adequacy, and completeness. You will serve as contractual authority on the acceptability and applicability of contractual matters on contract actions, and provides advice, training, guidance, and interpretation to the team on procurement regulations, policies, and procedures. Requirements Conditions of Employment Qualifications In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following duties: 1) Performing the full range of pre and post award contractual actions required in the procurement of services, construction, architect/engineering services, or facility support services, utilizing sealed bid, negotiation, and small purchase negotiation procedures; 2) Interpreting and ensuring that contract actions are in accordance with relevant laws, regulations, policies, standards or procedures; 3) Reviewing procurement requests to assure clarity, adequacy, and completeness; 4) Serving as contractual authority on the acceptability and applicability of contractual matters on contract actions; 5) Providing advice, training, guidance, and interpretation to the team on procurement regulations, policies, and procedures; and 6) Advising on and conducting the procurement process from solicitation to award and through all post award phases of contracting, including modifications, processing payments, final invoicing, final evaluation, and closeout. Education Applicants must meet the following Basic Education Requirement of the Department of Defense Qualification Standard for Contracting Positions: A bachelor's degree from an accredited educational institution authorized to grant baccalaureate degrees. NOTE: The education requirement listed above applies only to individuals entering DoD GS-1102 positions on or after October 1, 2000. Current civilian personnel in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000 are exempt from meeting this requirement. Current military members who occupied a similar occupational specialty to the GS (or equivalent) 1102 or before September 30, 2000 are also exempt from meeting this requirement. Applicants currently in the Contingency Contracting Force are also exempt from meeting this requirement. Additional Information This position is covered by the Department of Defense Priority Placement Program. Several vacancies may be filled. This announcement uses the Certain Personnel of the DoD direct hire authority to recruit and appoint qualified candidates to positions in the competitive service. Certain incentives (such as Recruitment, Relocation or Student Loan Repayment) may be authorized to eligible selectees. A relocation incentive is generally a single payment intended to offset some of the relocation costs experienced by the selectee. A relocation incentive may be authorized. This position is subject to work an uncommon tour, including nights, weekends, and holidays to meet mission requirements. Overtime or night differential pay and/or unusual duty hours may be required.
