Naval Facilities Engineering Command CONSTRUCTION SCHEDULE ANALYST in Annapolis, Maryland

Summary This is a public notice flyer to notify interested applicants of anticipated vacancies. Applications will not be accepted through this flyer. Responsibilities You will examine program requirements to determine impact of work stoppages and areas that require special requirements. You will analyze contract fund status reports to determine if the contractor's progress and expenditures compare with negotiated estimates. You will oversee the content of planning, scheduling, performance measurements, progress, forecasting and configuration change control documentation applicable to the technical, financial and production efforts of the contracts. You will participate in pre-bid conferences to discuss construction or maintenance features and requirements. You will conduct post-award Pre-Construction (PreCon) meeting with contractor to explain scope of work requirements and ensure deliverable timetable is understood. You will monitor production progress for management's attention to ensure timely correction of deficiencies within schedule. Requirements Conditions of Employment Qualifications GS-13 Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector: 1) Providing support and technical guidance to engineers/architects during the design phase of construction projects to ensure an appropriate construction duration is established for all construction projects; 2) Developing technical recommendations/solutions regarding construction scheduling issues and time impacts/complex problems during the administration and construction contracts; 3) Participating extensively in the pre-construction and post-construction award support aspects of scheduling requirements and performing Time Impact Analysis (TIA) on projects to ensure programs stay on track; and 4) Maintaining historical and current metrics on schedule growth differentiating types of delays impacting project progress (i.e. slow progress, rework, late procurement, internal delays). NOTE: This information must be supported in your resume. Education Additional Information This position is covered by the Department of Defense Priority Placement Program. Several vacancies may be filled. Recruitment incentives may be authorized to eligible new hires. A relocation incentive is generally a single payment intended to offset some of the relocation costs experienced by the selectee. A relocation incentive may be authorized. PCS is not authorized. This position is eligible for part time, full time or ad-hoc telework at the discretion of management. A tentative offer of employment will be rescinded if the selectee fails to meet the pre-employment requirements, including failure to report to any of the scheduled appointments.
