Black Bear Technology Solutions, LLC Program Budget Analyst in Alexandria, Virginia
TITLE: Program Budget Analyst CLEARANCE: Active DoD Top Secret Clearance with SCI eligibility. LOCATION: Mark Center - Alexandria, VA Required Skills and Relevant Experience:
Minimum 3 years of experience with the DoD’s Planning, Programming, Budget and Execution process.
Experience with the DoD’s Program Objective Memorandum cycle, budget estimate process and the President’s budget process.
Minimum 5 years of experience with managing financial programs, projects or budgets.
Minimum 5 years of experience using communication skills, both written and oral, to include conducting research and preparing written products to present information.
Required Education and Certification :
Bachelor’s degree from an accredited university in any field of study.
Preferred Skills and Relevant Experience:
Preferred certificate, degree or higher-level education to be in business, finance or accounting discipline.
Experience as a Contract Officer Representative.
Experience with OSD CAPE (cost assessment and program evaluation) processes.
Experience with DoD Force Management.
Experience with the DoD Defense Agencies Initiative.
Experience interacting at the most senior levels of the DoD staff and Interagency (Offices of the
Secretary of Defense, Joint Staff, Services, and Combatant Commands) (general officer/flag officer/senior executive service level)
Knowledge of or experience with OIE related field(s).
