Applied Research Associates, Inc. Financial Manager in Alexandria, Virginia
Description
The Capital Area Division (CAD) of Applied Research Associates, Inc. (ARA) has an outstanding opportunity for an accomplished Financial Manager to support the Office of the Secretary of Defense in the Washington, D.C. area. The Financial Analyst will perform analyses of programs and projects and support services such as planning, programming, budgeting, executing (PPBE) and tracking data.
This position requires a candidate with experience performing a variety of financial analysis, tracking, and administrative functions including:
Support across the Planning, Programming, Budgeting, & Execution (PPBE) process
Preparation and execution of finance and budget materials, including in-year and out-year budgeting and forecasting
Preparation of Military Interdepartmental Purchase Requests (MIPRs), Inter-Agency Agreements (IAAs), and other funding mechanisms
Development of responses and inputs to budget and financial related taskers include Triannual Review, OMB Cross Cut, NSF Federal Funds Survey, Spend Plan development, etc.
Monitoring of program budget execution including unliquidated obligations and expenditures
Identification of financial discrepancies and coordinate corrective actions
Strong written and verbal communications skills
Excellent time management skills
Required Qualifications:
BA/BS with 8-10 years of relevant experience
Minimum DoD SECRET clearance
Experience executing funding via MIPRs and Interagency Agreements
Experience with PPBE and tracking data
Experience using OSD-specific financial databases, e.g., DAI, Hyperion, G-invoicing, OMB Max Collect, to obtain data to generate financial reports as needed
Expertise with MS Excel
Desired Qualifications:
Master’s degree or higher
DoD Financial Management Certification
DoD TOP SECRET clearance with SCI eligibility
This position is contingent upon award of a contract expected in September/October 2024 supporting the Department of Defense.
