Summary The incumbent serves as a Supervisory Emergency Management Specialist (Non-Secondary) which utilizes specialized knowledge of emergency management, response principles, and techniques in combination with training competencies to administer MSB emergency management programs efficiently and effectively. Responsibilities As a Supervisory Emergency Management Specialist, you will: Responsible for the programmatic management of the Transportation and Emergency Control Center (TECC) responsible for monitoring the safe and secure transport of nuclear weapons, weapon components, test devices, and special nuclear materials. Utilizes the Doctrinal Response Framework and the Three Phases of Initial Response to provide initial emergency response coordination during high consequence/low frequency events (Attack on a Convoy, Tractor/Trailer Accident with HAZMAT, and Aviation Accident with HAZMAT). Responsible for maintaining additional TECC infrastructure used for managing emergencies; responsible for effective coordination and callouts of the OST Emergency Response Cadre; to effectively resolve any type of operational emergency. Provides strategic leadership for the efficiency and effectiveness of the weapon movement mission. Complexity requires the incumbent to concurrently manage and integrate multi-programs consisting of the Transportation Emergency Control Center operations, emergency management programs, and emerging information technology upgrades. Qualifications A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower NNSA pay band or GS grade level in the Federal Service i.e., NQ-02 or GS-12. Specialized experience for this position is defined as: Experience analyzing, providing programmatic coverage and resolution when encountering emergency events; experience developing and implementing strategic emergency management program policies and initiatives. Examples of Specialized Experience: Experience developing and implementing emergency Management program policies and initiatives. Experience operating all facets of a 24 hour, 7 days a week operation in an Emergency Operations Center. This includes emergency planning and preparedness processes and procedures in order to evaluate potential or emergency situations, Experience responding to Emergency Response situations from government, military, Federal, and other government enforcement/security organizations. Experience managing multi-computer based systems and networks used in emergency operations centers. "Experience" refers to paid and unpaid experience. Examples of qualifying unpaid experience may include: volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations. Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
