Minimum Qualifications A bachelor’s degree and ten years related experience overseeing or managing program operations, including six years supervisory experience. Substitutions: Four years of specialized experience OR an associate's degree and two years of specialized experience may substitute for bachelor’s degree. A J.D. or master’s degree may substitute for one year of specialized experience, a Ph.D. may substitute for two years of specialized experience.Preferred Qualifications: • Experience implementing sizable programs and projects in the public sector that have an information technology component. • Experience managing large teams and coordinating work across several units, with an ability to meet project timelines.• Experience working in licensing, regulatory compliance, auditing, or internal control field.Preferred Skills: • Effective written and oral communication.• Able to carry out responsibilities with little supervision. • Able to interact effectively at all levels and across diverse cultures. • Excellent written, verbal, and presentation skills. • Able to adapt as the external environment and organization evolves. • Effective independent judgment and decision-making ability. • Able to manage multiple projects simultaneously with competing priorities and deadlines. • Attention to detail and accuracy. • Able to analyze complex situations and recommend solutions.

Duties Description The New York State Office of Cannabis Management (OCM) is responsible for the regulation, licensure, and public health and safety of all cannabis and hemp operations in the state, as well as programmatic cannabusiness development. OCM leads the nation in its practice of centering equity and diversity in the opportunity of cannabusiness in communities statewide. OCM’s Licensing Bureau is responsible for handling all stages of licensing for various applicants: cultivator, processor, microbusiness, and adult-use dispensary. The Bureau is responsible for creating a clear and structured process for license review, communicating with applicants, coordinating across OCM programs to support a streamlined licensing operation, gathering feedback from stakeholders to improve licensing operations, and training and developing licensing staff.OCM’s Regulatory Compliance Bureau is responsible for monitoring licensee operations and ensuring that licensees’ practices, workplace safety, and reporting activities comply with OCM, state, federal, and industry standards, as well as best practices.Under the direction of the Executive Office, the Deputy Director of the Division of Licensing and Regulatory Compliance will be responsible for the following:Duties and responsibilities include, but are not limited to:• Oversee the day-to-day operations of OCM’s licensing and compliance bureaus. • Supervise and coordinate the licensing and comp functions of the Office, including overseeing the implementation of systems and policies used by the teams. The Director of Operations is charged with ensuring both teams operate efficiently and prioritize objectives and goals as directed by the Executive Team.• Direct and evaluate long range strategic planning and goals and implement modifications as needed. • Make recommendations on appropriate improvements and reorganizations, as needed.• Design and implement control systems to improve efficiencies.• Implement and maintain standard operating procedures for the Bureaus, including how to address changes in legislation and policies over time. • Develop and oversee the implementation of projects, including but not limited to information technology projects for systems and data platforms.• Represent OCM in high level and other public meetings.• Oversee the Division’s annual budget and spending plan, including personal and nonpersonal service requirements and manage the program’s various funds. • Coordinate and collaborate with unions and other state agencies including: Information Technology Services, Department of Labor, Division of the Budget, NYS Department of Civil Service and other applicable agencies to discuss matters concerning the Office of Cannabis Management. Engage OCM programs and stakeholders to ensure that licensing review and regulatory compliance operations are well supported.• Provide, direct, and/or facilitate training and education programs to forward the development of licensing and compliance staff.• Perform the full range of supervisory responsibilities. • Perform other duties and special projects as required.
