Job Summary

New York State Homes and Community Renewal (“HCR”) provides federal Section 8 rental assistance to approximately 47,000 low-income families in 52 counties across New York through a network of 25 Local Administrators (LAs). (https://hcr.ny.gov/section-8-housing-choice-voucher-hcv-program) HCR is currently implementing Emphasys Elite (https://emphasyspha.com/elite-hcv-housing/) to manage federal Section 8 data. Section 8 is under the oversight of the U.S. Department of Housing and Urban Development (“HUD”).

Under the general direction of the Quality Assurance Manager, this position will conduct Section 8 Management Assessment Program (SEMAP) audits and perform other quality control and program administration duties on behalf of HCR’s Section 8 Housing Choice Voucher (“HCV”) program. The position will also develop, plan, promote and monitor the Section 8 Homeownership Program. The selected candidate will be responsible for monitoring, training, and providing technical assistance to local staff working at the LAs.

Duties and Responsibilities include, but are not limited to:

Homeownership program duties

  • Serve as the primary Section 8 homeownership contact and compliance resource for the public and for staff employed by Local Administrators (LA) and assigned to the homeownership program. Provide guidance to LAs regarding promoting homeownership opportunities, selecting Section 8 families for participation, determining affordability, data entry into the Emphasys Elite homeownership module, and other technical assistance and ongoing compliance.

  • Recommend and implement strategies, working in collaboration with LA staff, to increase the number of families participating in Section 8 homeownership; develop policy recommendations, suggest partnerships, and create marketing strategies.

  • Develop and maintain partnerships with financial institutions, including the State of New York Mortgage Agency (“SONYMA”), and HUD certified homeownership counseling agencies.

  • Meet with public and various private organizations to explain rules and requirements for Section 8 Homeownership.

  • Conduct monitoring reviews of LA-administered homeownership programs to ensure adherence to regulations and program guidelines.

  • Schedule trainings for LA staff regarding homeownership rules, requirements, and best practices.

Other duties for Section 8 SEMAP, Quality Control and Program Administration

  • Maintain knowledge of current practices for the Section 8 Management Assessment Program (“SEMAP”).

  • Conduct 5-10 SEMAP reviews locally, either in person or on-line, to assess the performance of each LA; conduct required file reviews and report results.

  • Assist in the development and implementation of other file review quality control procedures, supporting documentation, and ongoing monitoring and reporting.

  • Collect and organize evidence of SEMAP performance from LA files, Emphasys Elite, and HUD secure systems to ensure accuracy of SEMAP reporting requirements.

  • Analyze and interpret various reports pertaining to HUD SEMAP and the 14 key performance indicators.

  • Collaborate with appropriate HCV Quality Control staff to analyze LA performance trends.

  • Assist with other voucher administrative duties as necessary, including the monitoring of family and landlord fiscal transactions.

  • Draft reports and other correspondence as necessary.

Requirements:

  • Bachelor’s degree and a minimum of 2 years’ experience in administration of Section 8 Housing Choice Vouchers.

  • Substitutions: four years of specialized experience or associate’s degree and two years of specialized experience may substitute for bachelor’s degree; J.D. or master’s degree may substitute for one year of specialized experience; Ph.D. may substitute for two years of specialized experience.

  • Must obtain HUD Certified Homeownership Counseling and HCV Case Manager certification within 1 year of hire.

  • Excellent writing and communication skills.

  • Strong organizational and time management skills.

  • Ability to work with a team and independently.

  • Ability to handle shifting and multiple priorities in a fast-paced growth environment.

  • Some in-state travel required.
