Minimum Qualifications Permanent Transfer Candidate: Current NYS employee with one year of permanent or contingent-permanent, competitive, service as a Health Care Surveyor 2, G20.Non-Competitive: Possession of a license and current registration as a registered professional nurse in New York State; and two years of post-licensure, specialized professional administrative or professional clinical experience.Substitution: A bachelor’s degree in nursing can substitute for one year of post-licensure clinical nursing experience; and a master’s degree in nursing can substitute for two years of post-licensure clinical nursing experience. Preferred Qualifications: Ability to actively participate on an interdisciplinary team, accept constructive criticism, and display constant professionalism as a representative of the Department; excellent interview, observational , and writing skills, and an ability to translate collected information into legally defensible reports; and experience with the aged and aging population, especially in the provision of direct patient care as a human services or clinical professional, and an ability to appreciate how the aging process affects outcomes; and flexibility and dedication.

Duties Description The candidate will support the Bureau of Quality Assurance by applying clinical knowledge to surveillance and investigative activities to assure that providers and services provided meet standards of practice and complies with State and Federal statutes and regulations. Activities include: reviews of surveillance and complaint investigation records including medical records; reviews of statement of deficiencies for quality assurance; review evidence and assist with determinations of immediate jeopardy; complete enforcement activities; participate in infection control survey audits; review of adult day health care programs; provide support to the regional office survey teams; completing and analyzing data reports related to survey activities; participate in informal dispute resolutions; and participate in special projects as needed.

Additional Comments This position requires travel at times to areas unserved by public transit. The incumbent must pass the Surveyor Minimum Qualifications Certification Test (SMQT) within 1 year of appointment.Non-competitive appointment via the HELP program.
