Duties Description The Financial Analyst I in the Public Finance unit of the Division of Finance and Accounting plays a key role in supporting the financial operations, reporting, and disclosure efforts of EFC. This position is part of the team that issues municipal bonds, performing analysis of market conditions, assessing liquidity needs, structuring amortization schedules, collaborating with legal and engineering staff as well as external stakeholders, and completing reporting requirements for rating agencies, internal databases and disclosure purposes. The analyst works with clients as part of a team to review and determine clients’ financial needs and undertakes the development of SRF financial assistance packages through the sale of publicly issued municipal bonds. The analyst will perform tasks such as: determining appropriate finance sizing and debt service specifications, structuring debt in accordance with local finance law, conducting credit analysis and monitoring, preparing financing documents, and reviewing documentation and disbursing funds. In addition, the Financial Analyst I will work closely with internal teams, including Finance, Accounting, and Information Technology, as well as external stakeholders such as investment bankers and SRF recipients, to update, verify and report on SRF and municipal data.Essential Duties• Evaluate client financing needs, often in the context of prior borrowing and other sources and uses of funds. Develop and present financing packages for clients, which may involve researching and preparing options that best meet clients’ needs while complying with regulations and program guidelines.• Assist in developing loan structures that comply with NYS Local Finance Law, recipient enabling legislation, financing documents and other State Revolving Fund (SRF) restrictions.• Develop and verify reports for EFC’s Annual Information Statement, Official Statements, and government agencies, collaborating with EFC staff, the Financial Advisor, Disclosure Counsel, and Underwriters to accurately disclose the financial condition of the SRFs.• Assist in developing and verifying program information for investors and other stakeholders, and support preparation of disclosure documents.• Maintain ongoing contact with clients, initiate communication as necessary, and provide superior service to SRF clients.• Verify that appropriate and adequate/eligible documentation has been submitted to support the disbursement of project funds requested, and maintain database records for all invoices, contracts, agreements, and change orders submitted in support of disbursement requests, refinancings, and the overall plan of finance.• Develop and process complex SRF financings, including projects with large dollar amounts and cash-flow financings that progress over multiple years and closings.• Work collaboratively to handle more sensitive or difficult challenges that may arise with financings and work with managers to develop solutions.• Research, propose, and develop analysis tools for both new and existing business systems to enhance internal controls, improve productivity and expand EFC’s program flexibility.
Minimum Qualifications A Bachelor’s Degree in Finance, Economics, Mathematics, Business, Information Systems or a related field, or an equivalent combination of education and experience to successfully perform the duties of the position, as determined by the Corporation.Knowledge/SkillsA successful applicant will demonstrate:• Strong analytical and problem-solving abilities with careful attention to detail and accuracy• Knowledge of mathematical and financial concepts and the ability to work with large complex datasets requiring thoughtful analysis and accuracy• Ability to work effectively in a fast-paced environment and produce time-sensitive work products• Organizational skills and the ability to manage and retrieve information efficiently• Experience analyzing budgets, financial statements and audit reports• Excellent written and verbal communication skills• Intellectual curiosity and a desire to fully understand and master new information• Experience manipulating large data sets using Excel tools (Power Pivot, Power Query), SAS, Python, R and Tableau. • Familiarity with information systems management concepts and database structures Working Conditions and Physical AbilitiesWork is performed in an office setting, with prolonged periods of sitting and fine manipulation skills required for computer use.
