Duties Description The Communications Specialist (Disaster Preparedness Program Representative 1) within the State Medical Operations Coordination Center (SMOCC) is responsible for supporting statewide healthcare emergency response operations. This position plays a critical role in maintaining situational awareness, managing and disseminating emergency information, and coordinating with internal and external stakeholders during disasters and healthcare system disruptions. The Communications Specialist supports the allocation of resources, facilitates continuity of operations, and contributes to the effective deployment of State EMS Task Force assets. This role is essential to ensuring a coordinated, informed, and timely response during emergencies that impact communities and New York State’s healthcare infrastructure. Major Duties Include: Situational Awareness and Analysis: Continuously gather, monitor and prioritize critical information from multiple sources, including operating agency data collection systems, to maintain situational awareness of New York State’s emergency medical and acute healthcare systems; Analyze data related to emergency issues and incidents, interfacility transfers, response times, resource utilization, and patient care to identify trends and areas for improvement; Prepare comprehensive operational briefings and situational analyses for command staff, focusing on both emergency and non-emergency situations.Communication and Coordination: Maintain and update critical contact information, operational databases, and communication systems to ensure readiness during emergencies; Engage in effective communication with state, local, and federal stakeholders to verify incident details and coordinate responses; Initiate notifications to Department staff, healthcare facilities, EMS providers, and other relevant entities during emergency events; Act as the primary point of contact for emergency inquiries from state and local health entities, ensuring timely and appropriate responses.Support for Emergency Services: Assist in the coordination of interfacility patient transfers, ensuring appropriate distribution of patients based on acuity and hospital capacity; Support the allocation and distribution of critical resources, including medical supplies, personnel, and transportation, during emergencies; Participate in training sessions, drills, and exercises to ensure emergency preparedness across EMS and healthcare partners; Develop and maintain Continuity of Operations Plans (COOP) to ensure essential services remain operational during disruptions.Administration and Support: Maintain accurate documentation of emergency operations, including event logs, resource tracking, and after-action reports; Provide administrative support for SMOCC operations, including updating policies and procedures, scheduling, and tracking performance metrics; Collaborate with internal staff and external partners to optimize workflows, support policy implementation, maintain readiness through training, drills, and continuity planning; and perform other duties as assigned to support the SMOCC.
Minimum Qualifications Permanent Transfer Candidates: Current NYS employee with one or more years of permanent or contingent-permanent, competitive service at or above a Grade 12 and eligible for transfer via Section 70.1 of the Civil Service Law.Non Competitive via NY HELPS: Four years of emergency management experience coordinating and implementing emergency management and disaster preparedness programs; preparation or modification of disaster plans; preparing, modifying, and presenting of disaster educational training and/or exercises; gathering and analyzing information to produce briefings or reports or to make timely and effective incident response decisions; representing an agency or organization in an Emergency Operations Center or leadership position on the Incident Command System; and managing or supervising logistics operations during a major emergency or disaster by overseeing the distribution or staging of equipment and supplies.An associate degree in a related field can substitute for two years of specialized experience; a bachelor’s in a related field degree can substitute for four years of experience; a master’s degree in a related field can substitute for five years of experience; and a doctorate in a related field can substitute for six years of experience. Preferred Qualifications: Certifications / Licenses: Incident Command System (ICS) certifications (e.g., ICS-100, ICS-200, and IS-700) preferred; Emergency medical services certification preferred but not required.Experience: Preferred experience of at least 1 year in emergency management, public health, or healthcare operations preferred.Knowledge / Skills / Abilities: Knowledge of emergency preparedness and response operations, particularly within healthcare systems; Strong analytical and problem-solving skills to evaluate incident data and recommend actionable solutions; Proficiency in maintaining operational databases and emergency communication systems; Strong interpersonal and communication skills for engaging with diverse stakeholders.
Additional Comments Health Emergency Management Statement: All Division of State Emergency Medical Services staff are expected to participate in emergency management activities as part of their roles. While not all positions require regular deployment to disaster sites, all employees may be subject to 24/7 recall for emergency operations. This may involve irregular work hours, duties outside of the official position description, and assignments at locations other than the designated duty station. Travel in support of emergency operations may be extensive (lasting from days to weeks), with little advance notice, and may involve relocation to sites with physically demanding and challenging operational conditions.This position is part of the NYS HELPS program. No examination is required.
