Duties Description The DFRS Deputy Division Director will report directly to the Chief Financial Officer and will function as the Director of Administration for the Office of Health Insurance Programs (OHIP). Duties will relate to the coordination and implementation of various programs across OHIP. Responsibilities include: Supporting executive management on policy, administrative and budget requests; Assisting with federal waiver and grant applications and implementation; Developing and preparing budget and legislative proposals related to the development of new initiatives and the non-personnel and personnel related functions of OHIP; Researching, developing and preparing management reports and other written material for OHIP on various topics and subjects as needed to support OHIP’s objective; Developing and implementing strategic plans related to personnel services, non-personnel services, logistics, accounts payable services, audits, and employee support for the future needs of OHIP; Organizing, coordinating and preparing reports to satisfy inquiries sent to OHIP from the Department of Health, other agencies, and external organizations; Representing OHIP at meetings and in other forums related to implementing new initiatives and/or personnel and contractual policies and procedures; Oversee and support two Bureaus comprised of 120 staff only fully staffed; Overseeing all audits conducted by external organizations on the work performed by the OHIP; Working with various State entities on securing and configuring space to meet the growing needs of OHIP; Processing of Requests for Proposals (RFP) and contract processing to ensure timely contracting; Preparing Advance Planning Documents and tracking all Federal Financial Participation; Directing the financial tracking, budgeting, and administration of all personnel and non-personnel service costs for OHIP.
Minimum Qualifications Twelve years of professional experience, of which three years must have included managerial responsibility for a major health-related program, or a major administrative function for a large health-related organization. A bachelor’s degree may substitute for four years of the professional experience; a master’s degree in an appropriate field may be substituted for an additional year of professional experience.Preferred Qualifications: The ideal candidate will have demonstrated experience in procurement development and management, experience in managing logistical operations, experience in coordinating audit and/or internal controls audits, and experience in planning, coordinating and executing personnel recruitments and classifications. Experience with Medicare and Medicaid services, procedures, processes and rules. Experience managing relationships with diverse stakeholders. Experience developing standards and best practices. Experience developing, prioritizing goals and protocols for ensuring compliance with project requirements. Strong leadership and critical thinking skills, exceptional analytical skills with Microsoft Excel, ability to solve problems independently, and knowledge in performing financial, forecasting, and database analyses.
