PRINCIPAL RESPONSIBILITIES:

Under the direction of the Manager, Cultural and Linguistic Services, the Cultural and Linguistic Services (CLS) Specialist implements and/or leads CLS focused activities, including program development, implementation, and evaluation of initiatives. This position also supports the Community Advisory Committee (CAC) and the Cultural and Linguistic Services Subcommittee (CLSS) meetings; ensures compliance with Medi-Cal regulations and NCQA accreditation requirements for cultural and linguistic services.

Principle responsibilities include:

  • Support the planning, execution, and evaluation of the cultural and linguistic services program.
  • Plan and coordinate programmatic support to advance strategies and quality initiatives related to CLS.
  • Lead investigations into quality assurance concerns related to CLS and ensure Quality of Language-Potential Quality Issues (QOL-PQIs) are addressed in a timely manner.
  • Establish and maintain working relationships with internal and external stakeholders to gain a clear understanding of provider and member needs.
  • Develop members and providers communications related to CLS and the CAC as needed.
  • Compile and analyze qualitative and qualitative data and prepare concise and clear narrative reports.
  • Collaborate with the Population Health and Equity leadership team on the implementation of new CLS regulatory requirements and accreditation standards, including member and community engagement requirements.
  • Prepare data reports and activities for committees and meetings, including creation of meeting minutes.
  • Interpret and track regulatory compliance for Cultural and Linguistic Services and prepare audit deliverables (i.e. Department of Healthcare Services, Department of Managed Healthcare, National Committee for Quality Assurance, etc.).
  • Create and maintain departmental workflows and standard work.
  • Serve as the liaison between the Alliance and the CAC.
  • Collaborate with other Alliance departments in implementation of CLS related surveys.
  • Ensure CAC meetings are scheduled, and committee agendas are developed with the input of CAC members.
  • Maintain CAC membership, including outreach, recruitment, and onboarding of new members, that is adequate to carry out the duties of the CAC in a collaborative effort with the Communications and Outreach team.
  • Actively facilitating communications and connections between CAC and Contractor leadership, including ensuring CAC members are informed of Contractor decisions relevant to the work of the CAC.
  • Ensure that CAC meetings, including necessary facilities, materials, and other components are accessible to all participants and that appropriate accommodation is provided to allow all attending the meeting, including, but not limited to, accessibility for the individuals with a disability or LEP Members to effectively communicate and participate in CAC meetings.
  • Ensure compliance with all CAC reporting and public posting requirements.
  • Perform other duties and special projects as assigned.

  • Make presentations and facilitate meetings.
  • Keep abreast of healthcare industry best practices, managed care, NCQA, and DSNP regulatory requirements.
  • Comply with the organizations Code of Conduct, all regulatory and contractual requirements, organizational policies, procedures, and internal controls.
  • Assist with development and maintenance of tracking mechanisms for program activities.
  • Ability to effectively present information and respond to questions from Alliance staff, providers, members, and the general public.
