Summary About the Position: The Chemical Biological Center (CBC) is the nation's principal research and development resource for non-medical chemical and biological defense. Visit us at https://www.cbc.ccdc.army.mil/. Responsibilities Serve as an action officer for coordinating and responding to all tasks, actions, issues involving/impacting manpower/force structure. Defend civilian and military resources by analyzing, maintaining, and providing data and responses to actions pertaining to the Manpower Program Objective Memorandum (POM) and Program Budget Guidance (PBG). Represent manpower resources for Table of Distribution and Allowances (TDA), utilization, and reporting requirements when responding to taskers and actions. Develop, coordinate, and submit the Manpower POM and TDA to HHQ through RMONline. Maintain accurate and up-to-date manpower documentation and reports for use by all levels of staff and management. Prepare and submit the Monthly Manpower Analysis Report to CCDC and provide Manpower TDA information for the quarterly ASIP to management. Serve as a Subject matter expert in all areas of Manpower Management and Force Development. Specialized Experience at the DE-03 level: One year of specialized experience which includes 1) Utilizing knowledge of federal manpower and force management policies, goals and objectives, management processes, key program events, and methods of predicting and assessing program accomplishments. 2) Implementing quantitative and qualitative methods and technique to analyze substantive mission programs. 3)Delivering effective communication and utilizing negotiation skills with management to accept and implement recommendations where the proposals may require extensive changes in established procedures and/or may conflict with the desires of the area studied. This definition of specialized experience is typical of work performed at the next lower pay band level position in the federal service (DE-02 or GS-05 to GS-11 level). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
